Defense has a requirement to procure a Personal Information Carrier for
military use as a means to store and transport electronic information
of a medical nature. The PIC system will consist of a portable storage
device on which medical information can be stored and an adapter for
integration of the storage device into a standard computer system;
using a PC slot. Technical objectives of this system will include, but
are not limited to: 1) durable construction of the device that will
withstand use in military environments; i.e., waterproof, dust proof,
shock proof, unbreakable, and able to be cleaned or decontaminated. The
device should be small enough for the service member to wear on a chain
without inhibiting movement or causing irritation. 2) Storage capacity
of a minimum 32kb with growth potential over the next five year
timeframe without alteration to the adapter or computer. 3) Compliant
with standard PCMCIA PC card standards, Y2K provisions, and Windows NT
or Windows 95 or higher. 4) Ability to maintain compressed and secure
data. 5) Allow for exterior labeling on the storage device to assist
in personnel identification. The contract will be for an initial base
quantity of 20,000 data storage devices and 1,000 read/write supporting
adapters. The award includes five, one year options for indefinite
quantities and a product up-grade clause to allow for potential
capacity growth. The Request for Proposal (RFP) will be released on or
about 8 Mar 99. The closing date for receipt of proposal will be
approximately 30 days after the RFP is released. The RFP may be
