Removal of existing lead-based paint from selected bridge spans,
cleaning and painting of bridge spans, repair of structural members and
connections, removal and replace of pneumatic piping, concrete removal,
concrete placement, milling of asphalt bridge wearing surface, and
asphalt paving. The requirment will be procured through the use of a
competitive negotiation procedure which uses a Request for Proposal
(RFP) as the solicitation document. The RFP requires prospective
offerors to develop and submit a proposal that will be evaluated based
upon qualification and competitive range using the following selection
criteria listed in descending order of importance: 1)
Experience(company, personnel, and performance); 2) Work Plan (work
plan description, network analysis, plant and equipment); 3)
Construction Management (safety, quality, control and partnering and
customer service); 4) Price. The contract will be awarded to the firm
submitting the proposal considered to be the best in terms of the
technicalevaluation factors and price that is determined to be in the
best interest of the Government and therefore, the project will not
necessarily be awarded to the firm submitting the lowest price
proposal. The estimated magnitude for the proposed procurement is
between $1,000,000 to $5,000,000. Plans and specifications will be
provided on CD-ROM at no cost; paper copies will not be available from
the Government. This procurement is Unrestricted pursuant to the Small
Business Competitiveness Program. All responsible sources may submit an
offer which shall be considered. The SIC Code for this project is 1721.
