DLA DEFENSE REUTILIZATION AND MARKETING SERVICE (DRMS), DRAFT RFP SP0700-99-R-7004 The Defense Logistics Agency (DLA) has issued a draft Request for Proposal (RFP) for selected logistics functions at ten (10) Defense Reutilization and Marketing Offices (DRMOs) located in Portsmouth, NH; Groton, CT; Watertown, NY; Tobyhanna, PA; Chambersburg, PA; Fort Meade, MD; Richmond, VA; Lakehurst, NJ; Mechanicsburg, PA; and, Portsmouth, VA. The draft RFP and technical exhibits are available at the Defense Logistics Support Command Home Page http://www.supply.dla.mil/A76. Hard copies of the RFP will not be available. The DRMOs are responsible for the following: receipt, inspection and categorization of surplus property; storage and warehousing; issuing property; customer assistance; and property accountability and documentation. This notice does not constitute a commitment by the Government. The study will determine whether these services should be performed under a contract with commercial sources or through the federal work force. The resultant contract awarded, if any, will be awarded on an all or none basis as a fixed-price contract. The contract performance period will be a three-year base period with the government's discretion to exercise two one-year option periods. This RFP will not result in a contract if government performance is determined to be more advantageous in accordance with OMB Circular A-76 procedures. DLA is currently planning on competing the same functions for approximately 45 additional DRMOs in the next several years.
