Division, NSWC, Panama City, Florida intends to award a contract on a
competitive basis for non-personal technical and specialty engineering
support services for various Special Operations Forces (SOF) systems
being acquired, developed, modified, or supported by the Coastal
Systems Station (COASTSYSTA). In addition, Life Cycle Sustainment
Management support is required for various NSW craft including: the MK
V Special Operations Craft (SOC), the NSW Rigid Inflatable Boat (RIB),
the Patrol Boat Light (PBL), the SEAL Delivery Vehicle (SDV), and other
ships and craft in the Special Warfare role. Efforts in SOF support
will involve concept formulation, system design, systems engineering
and integration, model and/or prototype fabrication, installation and
checkout, documentation support, specialized software development, test
and trials support, in-service engineering (SDVs only), configuration
management, quality assurance, and integrated logistics support for
systemsfrom cradle to grave, i.e., from initial concept development
through operational fielding and life cycle support. Required areas of
technical expertise include: Command, Control, Communications,
Computers, and Intelligence (C4I); SCO Unix operating system, Windows
NT server, Novell, and Oracle; Precision Navigation; Sonar; Radar;
Tactical displays; Remotely Operated Vehicles; Electro-optic Programs;
Modeling and Simulation, and; Life Cycle Sustainment Management.
Support will be included for maintenance of fielded SDVs, e.g.,
performing overhauls and restricted availability (RAV). Support will
also be required for emergent advanced development and related
technology base programs in support of SOF. Technical and cost
proposals will be requested. No telephone requests will be accepted.
Anticipated contract type will be a five-year Cost-Plus-Fixed-Fee
Indefinite Quantity. The successful offer must have a SECRET facility
