maintain, in an uninterrupted manner, support to the implementation of
the Write Your Own (WYO) Financial Control Plan (FCP), which includes
operations of the Transaction Record Reporting and Processing (TRRP)
Plan for the National Flood Insurance Program (NFIP). The Contractor
will also help coordinate operations of the NFIP with government hazard
mitigation and disaster response activities. Furthermore, the
Contractor will be required to provide the capability for training,
assistance, and the preparation and provision of materials to achieve
continued expansion of the NFIP policy base. The Contractor will also
operate as the financial reporting agent for premium and other NFIP
funds collection, and coordinate deposit and other WYO FCP requirements
of the NFIP. Also, the Contractor will operate as data depository and
statistical analyst for all aspects of the program, including NFIP
policy and claims experience, and provide expert actuarial,
underwriting, planning and financial management analysis and assistance
to the Government. The Contractor will also be responsible for
coordinating communication and information dissemination with the WYO
companies and other firms. In addition to the aforementioned
requirements, the successful contractor will also be responsible for
coordinating claims quality control, reinspection, salvage, and
subrogation activities on behalf of the Government. Furthermore, the
firm will be required to provide assistance to a contractor to be
selected for the modernization of the Bureau and Statistical Agent
systems for operation in an open systems environment. It is anticipated
that the period of performance of the contract will be for five years.
The Government intends to use performance-based contracting methods
for this procurement. All responsible sources may receive a copy of the

telephone requests will not be honored. To expedite requests for the
solicitaiton, please furnish a self-addressed gummed label; including
the full solicitation number at the bottom edge of the label. Although
it is expected that the RFP package will be made available on FEMA's
World Wide Web page (http://www.fema.gov/ofm/bidinfo.htm), prospective
offerors are still requested to provide their company name, address,
telephone number, and fax number, in writing. It is anticipated that
proposals will be due 45 days after the date of issuance of the RFP.
