Q -- MEDICAL SERVICES SUPPORT ON DESERET CHEMICAL DEPOT (DCD) TO INCLDE THE US ARMY CHEMICAL MUNITIONS DISPOSAL SYSTEM (CAMDS). Medical Services: The required services are for medical support on Deseret Chemical Depot to Deseret Chemical Depot (DCD) to included the U.S. Army Chemical Munitions Disposal System (CAMDS). Medical support will consist of occupational health services, emergency response, and management of the Chemical Personnel Reliability Program (CPRP) consistent with Army Regulation 50-6, Chemical Surety, and Department of the Army Pamphlet 50-6, Chemical Accident or Incident Response and Assistance (CAIRA) Operations. Estimated value of these services is $800,000 per year. Contract will be for one year with four option years. Currently at the Deseret Chemical Facility, Tooele Utah; there are two sources of medical support 1) US Army and 2) EG&G Defense Materials Inc. The US Army provides medical services to the entire DCD for both routine and emergency response including chemical events. EG&G is responsible for the medical services inside the security fence of the Tooele Chemical Agent Destruction Facility (TOCDF). TOCDF is a Government owned facility operated by EG&G that is located on DCD. The TOCDF mission is to destroy the stockpile of chemical weapons stored at DCD. The chemical weapons are of 2 basic types, nerve agent (VX and GB), and blister agent or mustard (H,HD,HT); agents are contained in rockets, mines, mortars, artillery, and bulk. The TOCDF is scheduled to complete it's demilitarization mission in 2003. The medical mission must be able to respond to both ordinary injury or illness and to chemical agent exposure and injury. The Army has decided for reason of cost savings that there should be only one source of medical support at DCD. Transition to a single provider is planned to be in the summer of 1999. Because EG&G already has the trained medical personnel present at TOCDF 24 hours a day, 7 days a week, it would not be possible for another party to provide the DCD medical services without incurring substantial duplication of cost. This duplication of cost would come from 1) acquiringthe specialized chemical agent incident training, and 2) duplication of physicians, nurses, medics, and administrative personnel. Therefore, it is the intention of the Contracting Officer to award this requirement sole source to EG&G Defense Materials Inc., 11610 Stark Road, Tooele, UT 84074. Posted 02/16/99 (W-SN298663).
