INTENT TO SOLE SOURCE TO GENTEX CORPORATION The General Services Administration intends to award a sole source contract to Gentex Corporation -- Western Operations, 11525- 6th Street, Rancho Cucamonga, California, 91730. Procurement is for the Mobile Integrated Data and Diagnostic Analysis System concept which combines critical life support system monitoring and biofeedback technologies with the established practices of medical instrumentation and diagnostic devices and treatments. The contractor shall develop a fully operational MIDDAS prototype. The contractor shall then demonstrate the capabilities of that prototype, including those components listed below, upon completion of the prototype phase of this project (twelve (12) months following the award of the project). Listed components: (1) the battery operated Mobile Patient Assessment Computer, or M-PAC; (2) the implementing wireless Data Glove, which communicates to the M-PAC, and contains all embedded sensing for medical assessment; (3) two types of data displays: A Glove-Mounted LCD and an Integrated Helmet System Display; (4) the Patient Information Link, or PIL; and (5) the Medical Operations Monitor, or MOM, which demonstrates that data may be transmitted for viewing by non-attending physicians. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR). The proposed action is for supplies/services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The Government believes that only one responsible source can provide the supplies/services that will satisfy the agency requirements. The contractor possesses the proprietary technology for this prototype. This notice is not a request for competitive quotes but responses received on or before February 19, 1999, 12:00 PM PST will be evaluated. A determination by the Contracting Officer not to compete this proposed action based on responses to this notice is solely within the discretion of the Contracting Officer.
