cindy.adams@fema.gov. The Federal Emergency Management Agency (FEMA)
currently has a requirement for "Public Education and Awareness for
Fire and EMS Prevention and Protection" and intends to award a contract
for continued support. Work under this contract will require in-depth
knowledge of the development and dissemination of educational and
informational materials through public education campaigns and messages
designed for a national audience. This is not a RFP, but a survey to
locate potential small business sources capable of performing the
proposed requirement. The contractor must possess experience and
expertise in all of the following areas: (a) develop and delivery of
firesafety messages to a variety of fire risk population groups through
the use of major media (such as television, radio, print media), (b)
utilizing and producing multi-media program material in various media
forms (such as: print, audio, video, multi-media, CD-ROM, laser disk)
and for various communications media (such as newspapers, television,
trade journals, radio, the internet), (c) similar work with National
Public Education Campaigns, (d) understanding of national fire problems
and fire prevention/protection programs and how public education and be
used to achieve motivation, (e) identifying special/high risk
audiences, (f) designing and delivering programs to identified high
risk audiences (g) effecting attitude change in targeted audiences
through public education and awareness programs, (h) public relations
and advertising concepts and placement of related materials in major
media markets, (i) a full service public relations capacity within 150
miles radius of Washington, DC and capacity to operate on a national
level, (j) working with private sector initiatives to include: working
with philanthropic organizations, volunteerism, and major corporations
in public education and awareness type programs; and facilitating the
formation of community coalitions and partnerships. The SIC code for
this requirement is 8743 or $5.0 million average annual sales or
receipts for the preceding three (3) years. Small business firms who
feel they possess all of the required experience and expertise may
submit three (3) copies of their capability statement by February 26,
1999. Information furnished shall include: (1) the number and
professional qualifications of technical and other appropriate
personnel; (2) company experience related to the proposed project; (3)
a description of general and special facilities; (4) a current
financial statement; (5) other literature which clearly demonstrates
the experience, expertise and capabilities listed above. This synopsis
is for information and planning purposes and the government will not
pay or otherwise reimburse respondents for information submitted. Based
upon responses received, the government reserves the right to set aside
any and all procurements that may result hereunder for small or
minority owned businesses. If the evaluation of responses received
concludes that none of the responding small business firms have the
necessary capabilities, the government shall proceed with awarding a
