This is an amendment to a Request for Proposal (RFP). Reference is made
to previous CBD announcement dated 22 Apr 98 and 4 Dec 98. ASC/YTZ will
be issuing an amended RFP for Contractor Logistics Support (CLS) for
the T-1A Aircraft on or about 3 Feb 1999, Contractors proposals will be
NLT 1 Mar 99 @ 1500L . We anticipate a 10-year Firm Fixed Price (FFP)
contract with annual options and Economic Price Adjustments (EPA) after
the fifth year. CLS activities will transition from the incumbent
contractor to the new contractor by October 1999. There are 180 T-1A
aircraft. The T-1A is a twin-engine Raytheon Beechjet 400T business jet
modified for training USAF military student pilots for subsequent
assignments to transport and tanker aircraft. The aircraft is also used
for joint USAF/Navy training. The focus of this training is to prepare
Navy crews for follow-on Strike and Strike/Fighter assignments.
Aircraft are presently stationed at five operating locations: Columbus
AFB, Mississippi; Randolph AFB, Texas; Laughlin AFB, Texas; Vance AFB,
Oklahoma; and Naval Air Station (NAS) Pensacola, Florida. The
anticipated CLS contract shall include the capability for contractor
field modification teams, as well as the ability to perform component
overhaul, logistics supply/support and engine overhauls. Air Education
and Training Command performs organizational maintenance at all AFBs.
There shall be a priced option for operations at Pensacola NAS where
in addition to the CLS activities the contractor shall be responsible
for organizational maintenance. The government has procured some
repairable spares and support equipment to foster competition in this
recompetition. These items will transition from the incumbent
contractor to the new CLS contractor. At a minimum, the CLS contractor
will need associate contractor agreements with the aircraft sustaining
engineering contractor (Raytheon Aircraft Company) and major subsystem
contractors for avionics, engines, etc. This amended solicitation will

potential offerors, during the proposal development. The purpose of the
Ombudsman is to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate government personnel. Existence
of an Ombudsman does not diminish the authority of the program
director or the contracting officer. Accordingly, the Ombudsman does
not participate in the preparation of solicitations, the evaluation of
proposals or the source selection process and, therefore, for routine
