The ACC Contracting Squadron intends to award a purchase order, utilizing other than full and open competition procedures, to the Gallup Organization for a five-year command-wide license to use it's prot g -mentor matching instrument tool. Elements of the procurement include a matching instrument, a statistical matching process, technical support, and training. The matching instrument tool will be used by the Air Force in its personnel mentorship program to match proteges with mentors based on a statistical correlation of talent and leadership styles. The instrument will be used in Air Combat Command, consisting of approximately 30 bases and 100,000 personnel. Gallup Organization's matching instrument tool offers the following features which are required by the Air Force: requires forced responses from both mentors and proteges; assesses leadership and talent; entire instrument is in a yes/no, or column A/column B format, with no open-ended questions; ACCESS database is used to track personnel information and responses: statistical analysis is performed using ACCESS database in conjunction with SPSS for Windows to execute a correlation on all talent/leadership items with results then returned to the ACCESS database; protege-mentor matches are based on selection from database print-out, not on subjective panel recommendations; tool is self-sufficient and easily customized by user, with technical support available from Gallup upon request; and Gallop's product has been validated through extensive use in corporate industry, with significant reliability data available. Gallop can provide a product for immediate use to meet the Air Force required delivery date of 15 Mar 99. The Air Force intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and Part 13, Simplified Acquisition Procedures. This proposed procurement is for supplies and services for which the government intends to solicit and negotiate with only one source. Interested parties may respond in writing to the ACC Contracting Squadron. Responses must be received not later than COB 4:00 p.m., eastern time, 5 Mar 99. Responses must include the following; (1) a written description of the matching process currently available (2) a sample instrument that has been used in industry (2) documentation of reliability data as validated in industry for the past 3-5 years (4) reference list of organizations and points of contact, to include names, phone number and address, utilizing the matching instrument. Responses shall be submitted in sufficient detail to enable accomplishment of a thorough technical evaluation. All responses submitted in accordance with the instructions provided herein will be evaluated by the Contracting Officer on the basis of the information submitted. Responses will be accepted at the mail address identified herein and by facsimile machine at 757-764-9773, Attn: Ronda Ford. All responsible sources may submit a response that shall be considered by the agency. If no responses are received, or all responses are found to be technically unacceptable, the procurement will proceed under other than full and open competition as described herein.
