synopsis/solicitation for commercial items prepared in accordance with
the format in 12.6; as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. The solicitation number, CS-I-99-007, is issued as
a Request for Proposal, and incorporates provisions and clauses that
are in effect through Federal Acquisition Circular, 97-10. The standard
industrial classification code is 3826, with a small business standard
of 500 employees. The proposed contract will include one contract line
item (CLIN). The CLIN is as follows: six automatic saccharimeters. The
description of the equipment is as follows: The Customs laboratory
system is in need of six automatic saccharimetes at several of their
field locations. This instrument shall be capable of analyzing sugar
and other products for the determination of their degree of
polarization. The instrument shall have the following characteristics:
(1) fully automatic; (2) capable of reading at 880 nm and 589 nm (the
process of changing from one wavelength to the other should be very
simple; (3) calibrated in degrees Z, i.e., the international sugar
scale (ICUMSA), no other scale will be acceptable; (4) it shall be able
to operate within a range of measurement of 150 degrees (+ or -) in the
Z scale; (5) it shall have an accuracy of not less than 0.01 degrees
for the Z scale; (6) it shall have a zero adjustments button or be able
of doing automatic zero adjustments; (7) it shall come with a
calibration cell in degrees Z, i.e., a quartz control plate traceable
to the National Institute of Standards and Technology; (8) it shall
come with a built in temperature sensor that normalize all readings to
20 degrees C; (9) it shall be able to accommodate measurement tubs up
to a length of 200 mm; (10) it shall have at least one communication
RS232 port; (11) it shall have a port for a printer (to be added); (12)
it shall operate at115 volts; (13) it shall be a whole new system. (14)
Two copies of descriptive literature shall be provided with your
proposal. (15) Two copies of descriptive manuals shall be furnished
with your proposal including, but not limited to, on-disk tutorials.
The contractor shall also keep the receiving laboratories informed of
any changes or revisions in any of the software packages purchased.
(16) The contractor shall provide four hours informal training on site
to at least two government employees at each customs laboratory. (17)
The proposal must include a two year warranty on all parts and labor.
The contractor must provided a copy of the warranty with their
proposal. When service/repairs to the equipment are required, the
contractor shall repair the equipment in eight days. If the equipment
is not repaired/serviced in eight days, the contractor will provide a
loaner to U.S. Customs Service to continue the work. The six automatic
saccharimeters will be delivered to various addresses within in the

phone, (415) 705-4405. One automatic saccharimeter shall be delivered
to the above Customs Laboratories within 30 -- 60 days after contract
award. Contractor shall delivered one saccharimeter to each of the
locations listed above, FOB destination within consignees premeises.
The following FAR clauses and provisions apply: 52.212-1, Instructions
to Offerors -- Commercial Items; 52.212-2, Evaluation -- Commerical
Items; with the following evaluation criteria; award will be made to a
technically acceptable offeror, at fair and reasonable prices;
52.212-3, Offeror Representations and Certifications -- Commercial
Items; 52.212-4, Contract Terms and Conditions -- Commercial Items;
52.212-5, Contract Terms and Conditions Required to Implement Statues
or Executive Orders -- Commercial Items, will apply to the resultant
contract: 52.203-6, 52.219-8, 52.222-26, 52.222-35, 52,222-36,
52.222-37, and 52.225-3. All offerors must include a completed copy of
FAR 52.212-3 with their offer. Because this is a commercial item, FAR
12.603(c)(3)(ii) will be used for establishing the solicitation
response time. Offers are due to the Contracting Officer on March 5,
1999, 2:00 p.m., (local time), at the U.S. Customs Service, Field
Procurement Services Group, 6026 Lakeside Boulevard, Indianapolis,
Indiana 46278. The following clause is added to the solicitation by
addenda: TAPR 1046.673, Inspection Acceptance, and Receiving Reports.
