The Commercial Planning Group, under the Industrial Base Mnagement
Center (AMSIO-IBMC), is conducting a market survey of industry to
identify potential contractors capable of manufacturing military grade
Nitroguanidine. Nitroguanidine is an explosive used in producing
triple base artillery propellant. Specific facilities and skills
required to manufacture Nitroguanidine are as follows: Specific
production facilities required include: Calcium Cyanamide facility, Wet
Nitroguanidine facility, Dry Guanidine Nitate facility, Dry NQ
facility, and support facilities such as Nitrogen Plant, Calciner,
Sulfuric Acid Concentrator, Cooling Tower, conveying systems, load and
unload facilities, packout and storage area, tank farm, waste holding
and treatment, laboratory, maintenance and administrative facilities.
A respondent to this market survey must have available the skills
required to perform all manufacturing and testing operations to produce
Nitroguanidine. These skills may include chemical and environomental
Engineers, Control and Calibration Technician, Waste Water Treatment
Plant Operator and Quality Assurance Technician. These skills must be
available with sufficient extent of experience and levels of
proficiency to produce NQ in a timely and efficient manner. A
respondent must also have avilable the appropriate maintenance skills
such as instrument repairman, millwright, pipefitter and electrician
required to support quality production of Nitroguanidine. A respondent
must currently possess a majority of these skills and facilities and
demonstrate provisions for obtaining the remainder without significant
delay. Other options will be accepted such as procurement of calcium
Cyanamide or Guanidine Nitrate instead of running or owning these
units. A respondent's production capacity must be sufficient to
manufacture a total quantity of NQ between the ranges of 500,000 pounds
per year and 1.5 million pounds per year. A follow-up detailed
questionnaire and an on-site visit may be requested from survey
respondents. Specifications for Nitroguandine will be provided with the
questionnaire. Interested firms who feel they are capable of
manufacturing Nitroguanidine are invited to indicate their interest by
providing to the U.S. Government a brief summary of their company's
capabilities, including a brief description of facilities, personnel
and past manufacturing experience as it relates to the above criteria.
