mona_infield@ios.doi.gov. The Bureau of Indian Affairs, Operations
Service Center is seeking information for a customizable commercial
off-the-shelf Tribal Enrollment Data Management System to replace it's
current "People" system. The desired features of the product are: 1.)
Hardware/Software Configuration Supported: Software will operate in a
client/server environment. The server will operate in the Windows NT
environment. The client will operate on 32 bit desktop machines with as
little as 32 mg of memory and utilizing the Windows 95, Windows 98, or
NT operating systems. 2.) Database Management System: The software
will utilize either Microsoft Access and/or Microsoft SQL as it's
database management system. 3.) Automated Blood Calculations: The
software shall provide Tribal and cultural "association" for each
member delineated by "individual tribe", with auto-reducing fractional
display of blood quantum. 4.) Family Tree Display and Report: The
software shall provide family tree construction of at least five
generations with parental linking and member record edit options from
within the tree structure. 5.) Security System: The software shall
provide user-defined field and function level access for system users
and user groups. 6.) Database Archiving Tool: The software shall
provide automated duplication and archiving of tribal enrollment
databases. 7.) Query Builder: The software shalll provide user-defined
query library featuring user-friendly design with "syntax-free" query
construction. 8.) User-Defined Reporting Library: The software shall
Create, Save, and Index query reports ino a user-defined "library" for
continued use and modification. 9.) Export Feature: The software shall
include a data export feature in a pre-defined Agency format in .txt
and .mdb file format. 10.) On-Board "Help" system: The software shall
include an instructional "help" system which can be accessed from
anywhere in the program. 11.) Cost Structure: The cost of the
commercial product shall be presented on a "per seat" basis. 12.)
Upgrades and Customization: The cost for upgrades ahll be presented on
a "per seat" basis. The cost for customization shall be provided as an
hourly rate. Each order for customization shall be negotiated
separately. All responsible sources may submit product information and
