Industrial Supply Center is seeking possible contractors who can
provide the following services for the approximate period of 01 April
99 -- 30 Sept 99: OBJECTIVES This position is to provide for the
following a. Applications programming and database support and backup
for all Tandem applications b. Application programming and database
support for all existing and planed PC based applications c. Business
Solutions Development support d. Training on the integrated use of
Microsoft Office TECHNICAL REQUIREMENTS Task Description. Services to
be performed will be within the scope of work as follows: a. The
contractor will be responsible for testing, maintenance, and
enhancement of application software systems developed by commercial
vendors and Central Design Agencies (CDA). b. Evaluating and
identifying those applications that are applicable to Code 92's
requirements; ensuring that the software is compatible with the
existing and planned hardware configuration, and that it enhances
resource utilization and system performance. c. Prepare and load new
and / or revised applications software. d. Perform program object and
data base conversions, as needed. e. Manage the software control system
and databases of all installed software. f. Manage system constants
tables for operating systems and local applications. g. Manage the
cataloging and classification of all object programs. h. Maintain all
program I system documentation of all changes made. i. Analyze, test,
convert, and implement automated job scheduling and execution
procedures. j. Perform software evaluations on existing application and
database systems. Recommend acceptance or changes or rejection of
software, based on tests, analysis, and performance. k. Manage the
automation of output products using vendor, CDA, and locally developed
tools and utilities. 1. Participate in contingency planning and
execution. l. Troubleshoot problems and implement corrective changes.
Diagnose application failures to isolate the source of problems between
equipment, application interfaces, and application programs. m. When
necessary to develop new applications or enhance existing software to
meet unique Code 92 requirements, the contractor will develop
specifications, system logic, charts and diagrams to meet the desired
results. When approved, the contractor will code programs in high-level
languages (TACL), prepare the appropriate program and user
documentation (either on Tandem text files, or using Word on the PCs,
or both) and conduct one-on-one training for functional users or
in-house programmers. 0. Maintain application database files using FLP,
which is a database file manager utility, and ENFORM, the database
query language. PLACE OF WORK: Work is to be performed on-site at the
following government installation: Building 475, second deck, on the
base of Pearl Harbor; Hawaii. PRIVACY AND SECURITY: United States
citizenship is required for this task. There is no requirement for a
security clearance, but there may be exposure to materials subject to
the Privacy Act. GOVERNMENT FURNISHED RESOURCES: Facilities, Supplies
and Services. Office space, computer time and equipment, telephone,
office supplies, and document reproduction support will be provided by
FISC Pearl. Technical and subject matter information, assistance, and
references will be provided by FISC Pearl. CONTRACTOR FURNISHED
RESOURCES: The contractor is responsible for providing personnel with
expertise in the following areas: Familiarity with UADPS and with the
Naval Supply procedures is required. Knowledge the Tandem "Himalaya"
computer is mandatory, with regard to hardware configurations and
component characteristics, computer architecture, system software,
database structures and access methods, system diagnostics, and
programming languages. It is necessary to possess knowledge of the
Tandem operating system, system utilities, and programming languages
(Guardian, EDIT, FUP, TACL, ENFORM, PERUSE, SPOOLCOM) to develop, read,
write, test, debug, and maintain interactive and batch applications.
Knowledge of Tandem DDL (Data Dictionary Language) and COBOL would be
highly desirable, as well as experience with Navy programming and
documentation standards. Expertise in Microsoft's Office 97, VBA,
Visual Basic 6.0, Clipper, Foxpro, and dBase is also mandatory. It is
also highly desirable for the contractor to be a Microsoft Certified
Solutions Developer (MCSD). Experience in developing and conducting
formal training is required. Senior level experience is required in
technical documentation, and established standards and conventions to
handle software maintenance and computer run problem analysis and
resolution. Good communications skills, both verbal and written, are
necessary, since there will be considerable interface with other
analysts, programmers, managers, and functional users within FISC
