harriso@spawar.navy.mil. The Space and Naval Warfare Systems Command
(SPAWAR) intends to negotiate a sole source contract with Metron,
Incorporated of San Diego, CA for the development, installation,
training, maintenance, and fleet support of the Naval Simulation System
(NSS). NSS is an object-oriented, multiple-warfare, and Monte Carlo
simulation system. NSS is also High Level Architecture (HLA) compliant.
It represents command and control, communications, computer,
intelligence, surveillance, reconnaissance (C4ISR) processes and
systems in a fully integrated and comprehensive fashion. This
representation of C4ISR processes and systems specifically addresses:
command structures and relationships; representation of operational
plans; simulation of plan execution, including dynamic/responsive asset
allocations; tactical picture generation; dissemination of surveillance
products; and simulation of surveillance and intelligence product
generation. The tasks to be supported consist of software development,
modification, and maintenance of the NSS infrastructure, NSS Human
Computer Interface (HCI), a Global Command and Control System-Maritime
(GCCS-M) segment, the Targeting Management System (TMS), databases,
database management systems, and the Joint Force Air Component
Commander (JFACC) and Theater Ballistic Missile Defense (TBMD) support
tools; hardware procurement; hardware and software installation;
hardware and software training; hardware maintenance; technical suport
to the Fleet for Fleet exercises and experiments; technical support to
Operational Navy codes (OPNAV) for C4ISR assessment; and technical
support to Maritime Battle Center for Global 99 exercise. It is
SPAWAR's intention to award a one year, cost-plus-fixed-fee level of
effort contract. This announcement is for subcontracting possibilities
only. The Standard Industrial Classification (SIC) for this
procurement is 7379, and Metron, Inc. qualifies a small business
