215-656-6917 Modify the notice submitted on 9 February 1999, Submission
No. 296658 for the Installation of Equipment onboard the Survey Vessel
DOBRIN as follows. The U.S. Army Corps of Engineers, Philadelphia
District intends to negotiate a contract on a sole source basis to
Science Applications International Corporation (SAIC) for the mission
of installing and testing hardware and software upgrades to their
inter-grated hydrographic survey system onboard the Survey Vessel
DOBRIN. The proposed acquisition will require SAIC to provide and
install a Windows NT version of Survey Planning and Analysis on a
Pentium II Workstation. The workstation shall enhance software user
interfaces for familiar point and click interaction. The processing
station shall contain all hardware and software necessary for planning,
editing and generating standard multi-beam data products. The hardware
and software shall be provided with a minimum of 3-year warranty and
shall consist of at least a Pentium II/400Mhz Mini-tower with 256MB
RAM;17-inch Color Monitor; 9.1 GB hard drive, 10/100 Ethernet, DDS-3
Tape Drive, 14/32X CD ROM; ISS-2000 v2 Survey Analysis and Survey
Planning Software Packages. The contractor will also provide system
upgrades to the SAIC Hydrobat 2005 Integrated Hydrographic Survey
System (IHSS)while maintaining the current SAIC IHSS warranty. At a
minimum, the upgrades shall include upgrade of the IHSS to use vessel
RPM to perform dynamic corrections on real-time depth measurements to
account for vessel squat; provide and install a hull mounted surface
sound velocity sensor to monitor and alert the operator to changes in
sound velocity profiles; upgrade the IHSS to add vertical geodetic
transformations to the UNIX-bases geodetic utility; upgrade the IHSS to
add shaded relief and 30D visualization capabilities to survey
analysis; provide and install C-Map electronic charts for the UNIX; and
upgrade the POS/MV-320 to add Real Time Kinematics ("On-the-fly") GPS
measurement capability. Interested firms desiring consideration have 15
days from publication in the Commerce Business Daily (CBD) to submit
their qualifications/capabilities. Such qualifications/capabilities
will be used solely for the purpose for determining whether or not to
conduct this procurement on a competitive basis. Responses received
after 15 days without the required information will be considered
non-responsive to the snopsis and will not be considered. A
determination by the Government not to compete this proposed contract,
on a full and open competitive basis, based upon responses to this
notice is solely within the discretion of the Government. All
responsible sources may submit a proposal, which shall be considered by
