This requirement is considered a commercial items procurement and is being conducted using Simplified Acquisition Procedures (SAP) prescribed by FAR 13.5. The contractor shall be able to provide the following types of pagers and services: Local pagers, Local Alphanumeric pagers, Nationwide pagers with personal toll free numbers, Nationwide Alphanumeric pagers with personal toll free numbers, and Two-way Nationwide Alphanumeric pagers. Pagers will have varying areas of coverage. The successful offeror shall develop a transition plan and conversion schedule from the current pager service to new paging system. It is the intent to purchase the pagers and maintenance service; however, alternate pricing plans will be considered. The contract shall be awarded on a Firm-Fixed Price/Indefinite Delivery Indefinite Quantity basis. The contract period of performance shall be a base year plus four (4) one year options. The Government shall make an award to the contractor whose quote offers the best value to the government, price and other factors shall be considered.
