Secret Service is establishing a qualified product list for the custom
armoring of passenger vehicles. The firms must have a minimum of three
(3) years experience in the production of armored passenger vehicles
and formal (straight-edge rear door) limousines to protection levels
equivalent to or greater than NIJ 0108.01 Level III. Relevant
experience includes all phases of automotive and armoring work,
including engineering; powertrain; electrical; paint; upholstery and
trim; cutting and stretching; CAD/CAM; armoring with steel, aluminum,
fabrics, and transparent armor; quality control; schematics,
engineering drawings, and manuals; and armor technology development and
awareness. The firms must have existing facilities, personnel, and
equipment adequate to work on up to four limousine class vehicles at
the same time. Firms must provide references for their work, and may be
required to have samples of their work available for evaluation. The
must provide an example of their warranty, and demonstrate the ability
to provide quick-response off-site warranty service. They must provide
site-security details. They must demonstrate the company's fiscal
stability. They must provide proof of liability insurance. They must
provide proof that they currently possess at least a Confidential-level
clearance granted by the Defense Security Service. Firms that believe
they have the capacity to perform this work are invited to submit
complete information to the U.S. Secret Service Procurement Office,
1310 L Street, Room 730 Washington, DC 20223, attention: April Delancy.
Firms not having performed similar work for the U.S. Secret Service
within three (3) years of the date of this announcement must respond to
stay on the list. Only those respondents providing suitable information
will be contacted to arrange a site survey. Subsequent to a site
survey, firm(s) will be notified of their status with regard to the
qualified product list. This is not a request for proposals. Firms on
the qualified product list will receive the requests for proposals when
they are issued. Responses must be received within thirty (30) days
