DESCRIPTION: This is preliminary presolicitation notice of the U.S. Patent and Trademark Office (PTO) to acquire moving and moving related services for all of the local facilities occupied by PTO. PTO expects timely and professional service in the performance of the day to day activities normally performed by a commercial type moving service. The services may include but are not limited to assignments that are performed regularly on a daily and weekly basis, some assignments will be performed on a as needed basis. In addition to providing services for transporting materials and property for one destination to another, delivering property to the designated building/room and positioning at the new location, the service will include moving and transporting patent shoescases from one destination to another. A shoecase is a tiered metal or wooden cabinet used to store patents. The majority of the assignments will be performed during a principal period of operation, however some assignment will require work outside the normal hours period. PTO anticipates that this acquisition to be a base year with four (4) additional one (1) year options. This requirement is designated as a Small Business set-aside under Standard Industrial Classification Code 4212. The competitive acquisition will be conducted using a streamlined acquisition process described in a document entitled "Department of Commerce Acquisition Process Case for Change" which may be found on the Internet at http://www.uspto.doc.gov. The intent of this process is to provide an improved acquisition environment, which will benefit both the vendor community and the Government. As part of this process, a Project Agreement will be made available on the Internet at http://www.uspto.doc.gov. about February 19, 1999. In accordance with this acquisition process, the Project Agreement will serve as the solicitation document for this requirement. Interested parties must respond to the Project Agreement in order to be considered for award of any resulting contract.
