This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-36. The standard industrial classification code is 8748 and the small business size standard is $5M. This solicitation is 100% set aside for small businesses. Contract Line Items will be for nonpersonal manpower support services IAW the Performance Work Statement which can be accessed at: http://contracting.robins.af.mil/wrbiz.htm under the Contracting With Individuals for Manpower Support -- F09650-99-Q-0474. Individuals which have previously submitted proposals under the Contracting With Individuals Program need to re-confirm their previous submittal but need not resubmit an additional proposal unless they wish to update their previous proposal. Line Item 0002 will be a line item for travel and Line Item 0003 will be for data IAW the DD1423 found at the above web site. The requirement will be a basic year plus two one year options. This requirement requires the services of one individual equivalent GS-1101-12, to support, develop, test and deploy the Defense Industrial Financial Management (DIFMS) and Cost & Production Performance Module-Budget Target Module (CPP-BTM) Design, Development, Test and Deployment Support. This requirement requires a senior Maintenance Specialist with over 10 years experience in an Organic DMAG Budget Office accomplishing budget formulation, budget execution, financial analysis, financial data systems analysis and project order management, with a level of experience and understanding to build upon existing processes and resolve complex problems.The primary purpose of this requirement is to serve the DIFMS Project Office Process/Computer System Integrator/Architect at Robins AFB GA. and represent WR-ALC on the DIFMS Integration and System Architecture IPTs which are responsible for integrating the financial, production, and material processes and requirements into an integrated DMAG process and system/subsystem design.
