This is an amendment to the original synopsis posted in CBDNet on January 8, 1999 (published in the printed CBD on January 13, 1999). The contractor shall perform operation and maintenance of Government-owned facilities and equipment at Maxwell AFB and Gunter Annex (both in Montgomery, Alabama). This requirement is an OMB Circular A-76 Cost Study and a contract will not be awarded if government performance is determined to be more advantageous than contractor-provided services. The cost comparison involves 15 officers, 426 enlisted, 337 civilians, and 49 non-appropriated fund (NAF) employees. Functional areas included in the study are: 1) Airfield Support, 2) Community Services, 3) Custodial, 4) Emergency Management, 5) Energy Management, 6) Engineering Services (Design & Construction), 7) Environmental Management, 8) Human Resources, 9) Information Technology, 10) Operations & Maintenance, 11) Publications & Forms Management, 12) Resource Management, 13) Site Maintenance, 14) Space Management, 15) Supply, 16) Transportation, 17) Housing, and 18) Marketing & Publicity. Marketing & Publicity, SIC code 7319 (Size Standard $5 million), is set aside for small business. A separate firm fixed-price contract is contemplated for this set-aside. A consolidated award for the other seventeen functional areas will be made under full and open competition. SIC code is 8744 (Size Standard $20 million). The highest security clearance required is Top Secret. National Agency Checks (NAC) will be required for all employees having access to an Air Force computer system. A cost-plus-incentive-fee contract is contemplated. Subcontracting 30% of total contract dollars to small businesses is required. The cost comparison will be held on or about 17 Dec 99. A draft Request for Proposal (RFP) will be issued for comment on 22 Feb 99. The RFP will be issued on 22 Mar 99. A pre-proposal conference will be held at Maxwell AFB from 9-12 Apr 99.
