Request for Proposal (DRFP) for a Cost Plus Incentive Fee contract for
configuration management, computerized maintenance management system
and high pressure system recertification services for a multitude of
facilities at the NASA Langley Research Center (LaRC). Configuration
management services shall include processing of Change Notification
Sheets (CNS) processing of Changes in Laboratory Equipment/Procedures
(CLEP) in the Laboratory Risk Evaluation Program (LREP); facilitating
Annual Configuration Management Meetings; processing Asbestos
Configuration Management Notification Sheets; scheduling and processing
changes for operational procedure demonstrations; maintaining and
implementing continuous improvement projects for the Configuration
Management On-Line System; acting as the technical secretary for the
Center s Systems Operations Committee, Executive Safety Board, and
Facility Systems Engineering Division Formal Design Reviews, providing
systems safety engineering support services for special projects or
facilities at LaRC; operate document library; maintain the
configuration management program for flight projects. The Computerized
Maintenance Management System (CMMS) is a computer aided maintenance
system that is used to track required maintenance on systems and
components located throughout LaRC. The CMMS consists of databases that
are stored and retrieved using MAXIMO and Oracle software. The
recertification work is subdivided in three phases of work. In Phase I,
the contractor assembles a documentation package for all the system
components and all pressure containing welds, analyzes the system
components, performs sample nondestructive examination (NDE), generates
a recertification report including a list of all components identified
as non-code compliant and a summary sheet with the Contractor s
recommendations to bring the system components under code compliance.
In Phase II, the contractor performs additional NDE, performs an
in-depth evaluation of the non-code complying components, implements
emergency repairs if necessary, develops repair specifications, updates
Phase I documentation after repairs are completed, develops an
inservice inspection plan for the system, generates all necessary
documentation to place the system in the Pressure Systems Configuration
Management (PSCM) system, and issues a recertification letter to the
cognizant Facility Safety Head. In Phase III, the contractor performs
periodic inservice inspections and updates the documentation after
inspections are completed. The purpose of the draft RFP is to solicit
industry comments and questions on the subject requirement prior to
issuance of the final RFP. The industry input to the draft RFP will be
considered in formulating the final RFP. The Draft RFP (DRFP) will be
issued via the internet, on or about February 19, 1999 . The DRFP will
be issued pursuant to NASA FAR Supplement 1815.201. Comments are
invited from potential offerors on all aspects of the DRFP, including
the requirements, schedules, proposal instructions and evaluation
approaches. Potential offerors are requested to identify unnecessary or
inefficient requirements. The Government is not requesting proposals in
response to the DRFP, does not intend to award a contract on the basis
of this solicitation or to pay for any information received regarding
this solicitation. Any final RFP for the requirement covered by this
DRFP will include a summary of the disposition of significant DFRP
comments. Prospective offerors are invited to submit comments or
questions to the Contract Specialist, Carolyn A. Wells, no later than
15 calendar days after the release of the DRFP. In responding reference

effect through FAC 97-10 The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. The SIC Code and Size
Standard are 8711 and $2.5M, respectively. The DPAS rating for this
procurement is DO-C9. An ombudsman has been appointed -- See Internet
