Reference is made to the January 22, 1999 announcement, record number
2267PRB0008, inviting submission of qualifications and proposal data
(collectively referred to as the "Proposal") for the above study for
Petrsleos de Venezuela S.A., Gerencia de Infraestructura y Servicios,
Desarollo Armonico de Oriente. This is to notify interested U.S. firms
that at the request of the Grantee, the following three (3) changes
have been made to this CBD project announcement: 1. The following new
selection criteria will be used for the ranking of proposals:
Experience of the Firm (30 points). The Grantee will consider
experience as it applies to specific aspects of the project, such as
similar experience in the study of airports, degree of success with
infrastructure project concession schemes, and experience carrying out
studies in Latin America. Work Plan (40 points). When examining the
work plan for the study, the evaluation committee examine to what
degree the Consultant has understood the nature of the tasks, the
quality of suggested innovative ideas, and whether the focus for each
task of the Terms of Reference is professionally correct. Personnel (30
points). The quality and experience of the personnel proposed will be
examined with minute detail, because the success of the study depends
greatly on the personnel. Using the C.V.'s presented in the proposal,
the criteria used to evaluate the proposed personnel will be:
experience in carrying out similar studies; academic background;
appropriateness of key personnel for the project; knowledge of the
Spanish language and experience in the region. 2. Three (3) Spanish
language copies of the proposal must be submitted in addition to the
previously requested four (4) English language copies of the proposal.
3. The closing date for this competition has been extended to March
12, 1999, 4:00pm local Caracas, Venezuela time, to accommodate for the
