(NOAA) intends to renew a contract with Dr. Alfred R. Miller, 10 San
Pablo Court, Palm Coast, FL 32137 for administering a Management
Development (360-degree) survey assessment to 142 upper management
personnel at the National Ocean Service (NOS). The assessment will
utilize an extensive questionnaire designed and copyrighted by Dr.
Miller to measure and provide feedback on managerial performance in the
following ten (10) competency areas: Communications,
Teamwork/Empowerment, Leadership, Program Management, Managing
Conflict, Intellectual Growth and Global Thinking, Vision/Mission,
Organization Representative and Liaison, Diversity/Human Resource
Management and Professional/Technical Competency. Dr. Miller is
considered to be the only responsible source who can perform this
assessment because of his extensive knowledge of the NOAA organization,
and of the data he has collected from previous assessments conducted at
NOAA with over 1,000 individuals. The knowledge of and access to that
data is considered essential in performing this requirement. In
addition, Dr. Miller already has developed and copyrighted an extensive
questionnaire that has previously been validated for use at NOAA
through hundreds of pilot administrations. The process used to develop
and gather this information cannot be readily duplicated. The time and
high cost associated with previous assessments efforts make it
impracticable to award a contract to any other source. This is not a
competitive proposal. No solicitation is prepared nor is one available.
