Johnson Engineering (JE), a Spacehab Company, is a prime contractor (NAS9-18800) to the National Aeronautics and Space Administration (NASA) at Johnson Space Center (JSC), Houston, TX. Under Phase One, JE is seeking qualified sources that can provide the formulation of gourmet-quality, nutritionally balanced, healthy retort food items in foil laminate pouches that are highly flavorful, low-fat/low-sodium products. There will be a focus on flavor, texture and appearance. The Contractor must be able to provide expertise for enhancement of retort formulations, including the substitution of ingredients that affect product quality, and the Contractor must be capable of running challenge studies to minimize processing times. The Contractor must also have knowledge and experience in running nutritional analyses on food items. A high level of interaction with NASA food scientists is required under this procurement. Under Phase Two, JE is seeking qualified sources that have the capability to retort food items in foil laminate pouches. The Contractor should be flexible in producing a wide variety of food items in small production runs averaging 500 pouches. Additionally, the Contractor should have experience in, and be able to establish, processing times for each individual product for the production runs to optimize texture and flavor. Qualified sources are requested to submit a Statement of Capabilities (SOC), within 15 calendar days of the publication date of this notice, that demonstrates the proven capabilities required to perform the minimum ISS Food Development requirements outlined above. The SOC must identify any services that would be subcontracted to a lower-tier supplier and any other relevant information. A potential Contractor must furnish key personnel resumes, references, and test samples of existing products. Include your business status (e.g., Small Disadvantaged or Woman-owned Business, Small or Large). JE reserves the right to pre-qualify any prospective suppliers prior to the issuance of any solicitation. All firms submitting an SOC will be considered, and any subsequent solicitation will be issued to the sources that JE has determined to be qualified.
