Warfare Center, Division Newport is soliciting proposals, on a
Firm-Fixed Price basis, for a turnkey imaging system. The NUWCDIVNPT
Tactical Active Sonar Acoustic Database (TASAD) currently stores active
sonar recordings and information about those recordings in a Relational
Database Management System (RDBMS). These recordings are made during
Naval exercises. During these exercises, a considerable amount of
information is taken that contributes to the meaning of the acoustic
recordings, such as sonar contact log sheets, radar contact log sheets,
tables of temperature (or sound speed) vs. depth, charts and graphics,
test director logs, acoustic tape recordings, etc. For the 50 sea
tests currently housed in the TASAD facility, approximately 40,000
pages of documentation exists in various formats in file cabinets. The
intention of this procurement is to solicit a solution and a proposal
for that solution that will record this documentation in electronic
format, both as scanned images and, when appropriate, with OCR
technology, such that the documentation and the data already in the
TASAD RDBMS are able to be recalled and viewed simultaneoulsy. The
expectation is that this integration will be as seamless as possible.
For example, a user may examine the test director's log for a key word
or phrase, and upon finding appropriate log entries, identify the
representative acoustic data (if loaded) for the closest point in time
that corresponds to the entry in the test director's log. Another
example is a user request for a listing of all supporting documentation
in the TASAD RDBMS for a given sea test, or any sea test utilizing a
specific sonar. The interaction should be a simple point-and-click type
of interface. Hard copies of the electronic images should be available.
The level of security is up to and including secret. The documentation
specifications are as follows: Size: 5.0"x7.0" minimum, 3.9"x3.0"
maximum, average -- 8.5"x11", Sides: 60% one sided, 40% double sided,
Color: 2% color, 95%black and white, 3% gray scale, Format: 50%
typewritten material, 34% handwritten material on forms, 10%
handwritten material "freeform", 3% electrostatic traces, 2% graphics,
1% photo CD. Our department no longer issues solicitations or
