13 -- M30A1 TRIPLE BASED GRANULAR PROPELLANT SOL DAAE30-99-R-0523 DUE 022399 POC Sandra LaBell, Contract Specialist (973)724-4085 WEB: US ARMY TACOM-ARDEC Procurement Network, http://procnet.pica.army.mil/cbd/SRCSgt/020519990/020519990.htm. E-MAIL: Sandra LaBell, slabell@pica.army.mil. The US Army ARDEC is looking for interested parties for a proposed contract effort to manufacture M30A1 triple based granular propellant for use in the XM232 MACS propellant charge increments for the 155MM Modular Artillery Charge System (MACS). Over the next two years, there will be a need to procure the necessary propellant, as outlined below, for the 155MM MACS propellant charge increments for the anticipated type-classification, now scheduled in FY00. This effort is part of the continuing development program to demonstrate the feasibility of the 155MM XM231 and XM232 propelling charge increments MACS. The 155MM MACS is a two-increment charge system that will provide enhanced performance for 155MM artillery. Multiples of the increments, XM231 (Zones 1 and 2) and XM232 (Zones 3 thru 6) will satisfy all zoning requirements for 155MM artillery. The 155MM MACS increments will be capable of being handled by automatic loading/resupply equipment as well as manually, which allows MACS increments to be used with currently fielded howitzers and future planned artillery systems. Research and development performed by the Government in recent years indicates that load, assemble and pack of the 155MM MACS propelling charge increments on a production line is necessary to facilitate necesary quantities for future mass production and subsequent ballistic testing. It is the Government's intention to award a contract with one option. Below are more specific criteria for the manufacture of the M30A1 propellant for the XM232 MACS propelling charge increments: a. Basic Contract -- The contractor will supply sufficient man-hours, materials and facilities to produce one production lot of M30A1 propellant to support the development of the XM232 propelling charge increments for the MACS main propellant system, total quantity of between two hundred thousand and three hundred thousand (200,000 and 300,000) pounds. The lot will be 7-perforated cylindrical granular propellant. The web size of the propellant will be between the range of 0.070 to 0.100 inches, and the length/diameter ratio approximately 2.0. The absolute density will not be less tham 1.67 g/cc. Option -- The contractor will fabricate one production lot of M30A1 propellant for the MACS main propellant system, total quantity of between two hundred thousand and three hundred thousand (200,000 and 300,000) pounds with same parameters as above. Potential approximate deliveries of the M30A1 propellant are outlined: Basic Contract-FY99-200,000 to 300,000 pounds-120 days after award of contract. Option-FY00-200,000 to 300,000 pounds-120 days after exercise of option. The contractor should have applicable experience in efforts of similar production quantities: al arge annual production capabilities including a description of facilities, personnel and past experience to meet this requirement. The contrator should have applicable experience in efforts, of similar production quantities; a large annual production capacity of triple based propellant and storage capacity. Firms with experience in the areas cited above should provide a summary of your company's capabilities including a description of facilities, personnel and past experience to meet this requirement by February 23, 1999 via email. Brochures can be sent to Sandra LaBell, Contract Specialist, Acquisition Center, Building 10, Picatinny Arsenal, NJ 07806-5000. Respondents to this notice will not be notified either of the receipt or the assessment of the information submitted. Respondees are to indicate their business size standard. This market survey is for information planning purposes only, does not constitute a RFP, and is not be construed as a commitment by the Government. See numbered Note 25 & 26.
