This notice is to announce a sources sought to procure two (2) C-37 (Gulfstream V) aircraft. The Emergency Supplemental portion of the FY99 Omnibus Appropriations Act, Chapter 2, Department of Defense -- Military Operations and Maintenance, General Provisions, Section 203, provides funding to the Department of the Air Force to procure two C-37 aircraft for crises response aviation support for critical National Security, Law Enforcement and Emergency Response Agencies. The aircraft will be operated by the 89th Airlift Wing, Andrews AFB, MD. The C-37 aircraft must meet the following minimum configuration and performance requirements: a) must be FAA certified and compliant with 14 CFR Parts: 25 (airworthiness); 34 (pollution), and 36 (noise); b) capability to transport a minimum of 12 passengers, 5 crew members, and associated baggage, nonstop for a no-wind range of 5300 nm; c) a cruise ceiling of 51,000 feet minimum after maximum gross weight takeoff; d) be able to operate out of a 5,000 foot runway carrying a minimum of 12 passengers and 5 crew, fly 3 hours at normal cruise under ISA conditions with fuel reserves; e) a FAR landing distance not greater than 5,000 ft at maximum landing weight; f) capability of a normal cruise speed of .80 mach; g) a minimum of 216 cubic feet of baggage space and 275 lb weight allowance for passenger and baggage; h) the cabin must include a DV compartment with first class sleeper seats and a staff compartment with business-class sleeper seats; I) must contain sufficient lavatories to accommodate a minimum of 12 passengers and 5 crew; j) galley of sufficient size/storage and capability to provide two first-class quality meals per flight, per passenger/crew; k) two-pilot cockpit with current generation avionics with Flight Management Systems (FMS) with integrated GPS upgradable to Future Air Navigation System (FANS); l) a single TACAN with X and Y channel capability is required; m) communication system must include UHF/AM radio IFF/SIF transponder, and both Satellite and Terrestrial communication systems for secure/non-secure voice and data communications; n) must be equipped with an embedded anti-tamper security system. The contractor will be required to perform off equipment maintenance, including Contractor Operated and Maintained Base Supply (COMBS) operations and engineering support services. The contractor is required to own and provide parts and material used in the COMBS to support the aircraft and have access to the Original Equipment Manufacturers (OEM) engineering data base. A mission capable rate of 90 percent is required for the program. Mr. Steve Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the Contracting Officer.
