R -- PUBLIC RELATIONS SERVICES SOL 9-4087 DUE 021899 POC Sandra Souders, (301) 713-0854 R -- As part of its overall mission, the U.S. Dept. of Commerce/NOAA/Office of Public and Constituent Affairs (OPCA) main function is to enhance NOAA's name recognition and foster greater awareness and understanding of NOAA's mission and services to the public, particularly as they relate to the NOAA Strategic Plan. OPCA provides a full range of services for its clients including media campaigns, press releases, brochures, fact sheets, exhibits, media interview coordination and press conference planning. OPCA has a need for the services of a Public Relations contractor to perform a wide range of tasks in the overall areas of public and constituent affairs and outreach. Period of Performance: The contractor will work up to 90-120 days from Date of Award (approximately 500 hours). The Government intends the majority of work to be conducted at the NOAA on-site NCEP facility in Camp Springs, Maryland. Applicants must meet the following qualifications: 1) Experience in working with White House press and staff; 2) Have contacts with major media companies; 3) Ability to write press releases, backgrounders, public service announcements, fact sheets, pamphlets, etc.; 4) Experience with arranging media events such as press conferences and briefings; 5) Ability to perform all aspects of media relations including serving as a temporary NOAA/NCEP spokesperson, managing media logistics for major special events, and actively work with local, national, and international media on weather issues, especially El Nino, El Nina, and Winter storms. This will be a "Best Value" Award with due consideration given to price, approach, and past performance.
