a contract which is in its second option year that provides a 64-Kbps
direct-link, full-duplex, point to point, full period data circuits
for service from Silver Spring, MD to Bracknell, England; Brasilia,
Brazil; Buenos Aires, Argentina and Tokyo, Japan. With the
technological advancement in the communication industry the Government
is conducting a market survey to obtain pricing to see if it is in the
best interest of the Government to exercise the next option or issue a
new contract. If a new contract is issued, this notice will serve as
a combined synopsis /solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. In addition to the
above, a 64-Kbps circuit, Silver Spring, Md to Pretoria, South Africa,
is included with this notice. The period of performance is for a base
year plus 4 option years. All circuits will include options to upgrade
to 128-Kbps at any time during the contract period. Ref Sol

will be based on technically acceptable, low price (including options)
with satisfactory past performance. This is not a small business set
aside. All responsible sources shall respond by submitting a written
narrative statement of capability, including detailed technical
information and other technical literature demonstrating the ability to
meet the above requirement. The response must be sufficient to permit
agency analysis to establish a bona fide capability to meet the
requirements. The following FAR provisions apply to this acquisition;
