Bureau of Indian Affairs (BIA)(FMCC), has expressed a need for eight
(8) INDEFINITE DELIVERY/INDEFINITE QUANTITY (IDIQ) CONTRACT FOR
PLANNING, DESIGN AND CONSTRUCTION PHASE SERVICES including inspections,
for geographic locations throughout the United States. The planning and
design IDIQ contractor(s) shall not be awarded a Task Order to inspect
construction of a project which they designed. The contract will be
for a period one year from the date of award with four option years.
Responding firms shall be experienced in alternation, repairs and/or
new construction of schools, detention centers, quarters, offices and
related buildings and structures. All services shall comply with
applicable requirements of NFPA, UBC, OSHA, EPA, ADA, Uniform Federal
Accessibility standards and other applicable Federal, State, tribal and
local health and safety standards. This solicitation is limited to
Architectural-Engineering (A-E) firms who are qualified as 51%
Indian-owned firms as defined by the "Buy-Indian Act", 25 U.S.C.
sub-section 47 and 20 BIAM 2.1. Firms responding as a Joint-Venture
entity must be at least 51% indian owned. Selection of qualified
Buy-Indian A-E and/or joint-venture firms will be based on the
evaluation criteria categories below. RESPONSES MUST BE FULLY
DOCUMENTED. Firms seeking consideration for award shall have
demonstrated professional qualifications and capabilities for the
performance of the following services: General: Firms and firm's
consultants shall be in full compliance with licensing requirements and
shall be currently permitted to practice the profession of architecture
or engineering in the state of residency or incorporation. Firms must
have ability to produce CADD designs for all architectural and
engineering disciplines. Firms must demonstrate availability of
additional personnel to support expansion or acceleration of a project.
(1) Conceptual Design: The A-E will provide preliminary studies to
develop a project scope to satisfy a program need, or meet statutory
requirements; validate feasibility and attainable performance levels,
identify and quantify risks; develop a reliable budget estimate and a
realistic performance schedule; develop project criteria and design
parameters for all engineering disciplines, identify applicable codes
and standards; provide quality assurance requirements, specify
materials of construction, define space allowance, specify energy
conservation features, health, safety, safeguards, and security
requirements and any other features necessary to describe a project.
(2) Pre-Design Services: Consist of facilities planning, needs
assessments, feasibility studies, existing facilities survey, site
analysis, and proper validations. Additional services include
facilities-related geotechnical investigations, test borings, and other
subsurface investigations: topographical, boundary, legal, utilities
survey, and other field surveys; historic preservation, and
environmental assessments: preparation preliminary studies, sketches,
layout plans, and outline specifications; and prepare reports including
estimates of cost for the proposed project and all structure,
utilities, and appurtenances thereto. (3) Services to provide complete
Design of the work including preparations of all required preliminary
and final working drawings, specifications, construction cost
estimates and consultation with BIA on all questions arising in
connection with the services performed by the architect-engineer. (4)
Construction Phase Services: Provide construction contract
administration (shop drawings, sample and construction payment reviews,
change order preparation, operation and maintenance manuals
preparation, and warranties, etc., and periodic and full and/or
part-time on-site inspection services. Selection of firms to perform
the required services will be based on the firms qualifications based
on the following criteria listed in the order of importance: (1)
Specific performance record over the last five years in the type of
planning, design and construction phase services indicated above.
Submit documentation that will demonstrate and verify that deliverables
utilize cost control to meet contract budgets, quality of work,
compliance with performance schedules and satisfactory performance were
achieved. (2) Experience and qualifications of proposed key personnel
and experience in working together as a team. (3) Specialized
experience and technical competence in-house personnel to provide the
services required in this announcement. (4) Professional in-house
qualifications necessary for satisfactory performance of the required
services shall be clearly and fully described in the Standard Form (SF)
254 and Standard Form (SF) 255. Documentation of subcontractors will
not be required as part of the firm's qualifications. (5) Volume and
nature of present workload as it relates to the ability to perform the
work required. Indicate all active projects as of the submission date
in response to this announcement. (6) Capacity to accomplish the work
in the time required. Provide a listing of currentcontracts or work
undertaken by the firm with time required under the contract and actual
start and completion dates. (7) Adequacy of facilities for performance
of the work including that necessary to provide specialized services
that may be required. Interested firms that meet the qualifications are
to respond with SF-254 and SF-255 to be considered for resulting
contracts and submit NLT 30 calendar days after the date of this
announcement. Each task order shall not exceed $1,000,000 and the total
contract limit shall not exceed $2,500,000 per fiscal year. Option
years will be based on the availability of funds. Each IDIQ contract
will have a minimum value of $500 payable at the end of each calendar
year from the date of award, if no task orders are issued against the
IQIC contract. Responding firms are required to clearly identify tasks
to be performed in-house and those to be subcontracted. Those
qualified Indian-Owned A-E firms/joint ventures meeting the stated
limitations and having the capability and qualifications to perform the
services described i this announcement are invited to respond by
submitting with original signature the following to Darlene S.
Gonzales, Contract Specialist, BIA, Branch of Facility Management, P.O.
Box 26567, Albuquerque, NM 87125-6567, to be received by close of
business, March 16, 1999: (i) a letter of intent; (ii) a completed
current Representation Declaration form, for the submitting firm; (iii)
response to the criteria listed in this solicitation (not to exceed 25
pages)' (iv) a completed, current SF-254; (v) a completed SF-255; and
(vi) a completed Procurement Integrity Form by the submitting firm.
Firms must submit all the above, i through vi, administrative
requirements or be determined as non-responsive. All SF's 254 and 255
are considered current if dated and signed not more than one year from
the month of this notice. No other general notifications will be made
and no further action is required from firms under consideration. This
is not an RFP. This is an Indian economic enterprise set-side. Only
organizations that meet this criteria will be considered. Posted
