is soliciting proposals to perform engineering and technical tasks in
support of the Information Technology Division (IFT). The IFT Division
includes: Embedded Information Systems Engineering Branch (IFTA),
Intelligent Information Systems Branch (IFTB), Advanced Computing
Architectures Branch (IFTC), Information System Design Concepts Branch
and Multi-Technology Integration Branch (IFTE) of the Air Force
Research Laboratory (AFRL), Information Directorate (IF) at Rome NY.
The Division advances the state of the art in the sciences and
technologies pertinent to full dimensional Command, Control, and Combat
Systems. Information Technology activities include Global Awareness,
Dynamic Planning and Execution, Global Information Exchange, Precision
Engagement and Full Dimensional Aerospace Protection. A Task Order
Contract as defined under FAR 16.501-1 is contemplated with an
estimated value of $48,000,000.00 and a concomitant period of
performance of 60 Months. Secret clearances will be required for
performance. An Ombudsman has been appointed to hear significant
concerns from offerors or potential offerors during the proposal
development phase of this acquisition. Routine questions, such as
clarifications of the Statement of Work or the terms and conditions,
are not considered to be "significant concerns" and should be
communicated directly to the Contract Specialist, Michael Ferenti,
315-330-7223. The purpose of the Ombudsman is not to diminish the
authority of the contracting officer or program manager, but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. The Ombudsman
for this acquisition is Vincent Palmiero, Deputy Chief, Contracting
Division, at 315-330-7747. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. The Ombudsman should only be contacted with issues
or problems that have been previously brought to the attention of the
Contract Specialist/Contracting Officer and could not be satisfactorily
resolved at that level. The solicitation is expected to be released the
third quarter of Government fiscal year 1999. No hardcopies of the
solicitation will be issued. When it is issued, the solicitation will
be posted to the Rome Research Site Business Opportunities Page at the
web link contained in this notice. Registration is required in order
to receive email notification that the solicitation has been posted on
the web page. No telephone requests for the solicitation will be
honored. All responsible sources may submit a proposal in response to
