all labor, materials, and equipment necessary to complete the
renovation of an existing building, known as Building 13, and the
construction of a new building, known as BL3. These buildings are
located on the Rocky Mountain Laboratory (RML) campus in Hamilton,
Montana. Building 13, or Package G (entitled Cage Wash Building 13), is
an existing single story concrete-masonry-unit structure, that has
approximately 21,650 gross square feet. This building, which has a
slab-on-grade interior floor system, was built back in 1963 for animal
research. The renovation effort will include 1) complete demolition of
the building's interior, along with a portion of its roof; 2) the
removal of existing asbestos within the building; 3) a revised
footprint of approximately 21,740 gross square feet; 4) construction of
new animal research laboratories and holding facilities; and 5) the
installation of new mechanical HVAC systems, electrical upgrades, and
laboratory equipment. BL3, or Package H (entitled A BL3 Facility for
Rocky Mountain Laboratory), is a new steel frame structure that is one
and one-half stories, having a total of approximately 18,700 gross
square feet. This new Biological Safety Level 3 building will be built
to provide adequate environmental laboratory research containment, and
will have a main floor area of approximately 12,550 square feet. The
new facility will include the 1) construction of the animal research
laboratories; and 2) the installation of new mechanical HVAC systems
within an interstitial space, electrical upgrades, and laboratory
equipment. The construction cost magnitude for this project is between
$5,000,000 to $10,000,000. The project will be developed in two
phases. The anticipated construction effort for Package G is 365
calendar days, while the anticipated effort for Package H is 548
calendar days. A non-refundable fee of $100.00 will be charged for the
bid documents to cover a partial amount of the printing and mailing

The proposed contract listed herein is UNRESTRICTED pursuant to the
Small Business Competitiveness Demonstration Program. All responsible
sources may submit a bid. If a large business is awarded this project,
a Small and Small Disadvantaged Business Subcontracting Plan will be
required to be submitted prior to contract award. Bids will be opened
at 2:30 P.M., local time, at the Engineering Services -- Seattle, as
indicated above. No telephone requests will be taken for bid documents;
