in the privatization (ownership) of the U.S.Army owned water and sewage
distribution systems at Fort McPherson and Fort Gillem, Georgia. The
scope of this initiative involves the purchase, ownership, maintenance
and operation of the water and sewage distribution systems. The
contractor shall manage the maintenance, repairs, replacement, etc., of
the water and sewage distribution systems to ensure adequate and
dependable water and sewage distribution capability is provided to all
Government connections. In Fiscal Year 1997, the Fort McPherson and
Fort Gillem water and sewage distribution systems supported a daily
population of approximately 6,600 and 4,370 personnel in facilities
dispersed over 500 acres and 1,400 acres respectively. The system has
approximately 94,447 linear feet (Fort McPherson) and 475,049 linear
feet (Fort Gillem) of water mains, lines, trunks and branches from 4
inches up to 12 inches in diameter. The Army uses individual utility
contracts for water supply services with the Fulton County cities of
Atlanta and East Point to serve Fort McPherson, and with the County of
Clayton to serve Fort Gillem. Similarly, the Army has individual
contracts with the City of Atlanta and the County of Clayton for sewage
disposal service. The Army intends to award a 10 year contract to a
commercial service provider whose oral presentation and written
response to a solicited Request for Proposal (RFP) best meets the needs
of the Government. Selection shall be based on scored evaluation
factors of technical capability, past experience and performance,
qualifications and licenses, environmental issues, price and other cost
related factors. A draft RFP will commence the privatization process.
Respondents are requested to submit letters of interest for this
potential acquisition to the address indicated above by February 26,
1999. Letters of interest shall include a brief company profile and
statement demonstrating experience in owning, operating and maintaining
this type of utility system. Additional synopses will not be issued.
Offerors must indicate their interest by responding to this notice. If
no interest is expressed RFP will not be issued. If RFP is issued it
