D -- INFORMATION TECHNOLOGY; VDDT AND TELSA MODIFICATIONS SOL R6-99-109 DUE 011699 POC Procurement and Property Management, (503) 808-2384 The Forest Service, Region 6, intends to award a sole source contract to ESSA Technologies, Ltd., for (1) Refinements to the Vegetation Dynamic Display Tool (VDDT), a computer tool developed initially for the Forest Service (Interior Columbia Basin Ecosystem Management Process) and now used for ecosystem modeling and planning; and (2) Modifications to TELSA, a spatial stochastic computer simulation tool. These refinements/modifications are needed to enable the use of both models in long range fire, fuels, and land management planning. The sole source determination was made in consideration of ESSA's involvement with initial development of both VDDT and TELSE and the requirement that refinements/modifications be consistent. This contract will be a firm, fixed price contract, total value less than $100,000. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals by the response date. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
