A sole source procurement is contemplated with Lockheed Martin Electronics & Missiles (LME&M), 5600 Sand Lake Road, Orlando FL 32819-8907, to provide additional detector growth, fabrication, hybridization, and testing of a 256 X 256 Quantum Well Infrared Photo-detector Focal Plane Array (QWIP FPA). LME&M, the developer and only manufacturer of the two-color QWIP devices, is the only known qualified source to perform this effort. There is no other device that can be used to obtain the FPAs and the test data sought by the Government. This effort shall be done to further improve FPA performance, and shall be accomplished with existing Advanced Multiple Quantum Well Technology (AMQWT) simultaneous two-color Read Out Integrated Circuits (ROICs) developed for QWIPs. LME&M currently has the ROICs to be used for this hybridization on the shelf. LME&M shall grow, fabricate, hybridize, and test the two-color simultaneous long wave/long wave (LW/LW) and mid wave/long wave (MWLW) FPAs. At the conclusion of this effort, the two best performing hybridized FPAs shall be delivered to the Government. The Government shall have a choice as to the delivery mix (i.e., one MW/LW and one LW/LW, two MW/LW, or two LW/LW FPAs). All responsible sources may submit a quotation which shall be considered by the agency. An Ombudsman has been appointed to hear serious concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine or administrative questions should be directed to the Contracting Officer or Program Manager. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel.
