project requires the contractor to remove existing lead-contaminated
paint and apply new paint to a 200 foot high exhaust stack at Building
882 in the Engine Test Facility, Arnold Engineering Development
Center, Arnold Air Force Base, Tennessee. Lead abatement is to be
accomplished by means of blast cleaning using new recyclable steel grit
within a 100% containment structure without interfering with exit of
the exhaust. Area to be abated and painted is approximately 10,240
square feet, and the work will take place in operating test facilities.
The performance period shall be 120 calendar days following receipt of
a written Notice to Proceed. The estimated order of magnitude is
between $100,000 and $250,000. This project is being solicited as a
negotiated best value procurement. To be eligible for award, offerors
must submit technical proposals and information concerning relevant
past experience. Any responsible firm responding to this notice may
submit an offer which shall be considered. Foreign participation is
authorized. Any firm responding to this notice should do so in writing
and should indicate whether or not it is a small business and whether
or not it is a small disadvantaged business. The estimated date for
the release of the solicitation is 19 February 1999. An Ombudsman has
been appointed to hear concerns from offerors and potential offerors
during the proposal development phase of this acquisition. The purpose
of the Ombudsman is not to diminish the authority of the program
director or contracting officer, but to communicate contractor
concerns, issues, disagreements and recommendations to the appropriate
Government personnel. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
