COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 3,1999 PSA#2275MODIFICATION TO EXTEND TECHNICAL AND ENGINEERING SUPPORT SERVICES
DESCRIPTION: The Naval Air Warfare Center Aircraft Division (NAWCAD)
plans to issue a modification to existing contract N00421-93-C-0173 to
extend the period of performance from 31 March 1999 through 30
September 1999. This contract provides Technical and Engineering (T&E)
support to the Test and Evaluation Engineering Department, Mission
Systems Division, Ship Ground Station, NAWCAD for H-60 series aircraft
and Remote Piloted Vehicles (RPVs) initiatives. The T&E support
includes evaluation of air, ship and ship/air system modifications,
test support for Research and Development (R&D) programs, software life
cycle T&E, Anti-Submarine Warfare Trainer flight and system simulator
T&E, and support for technology demonstration programs. The work is
associated with the SH-60B, SH-60F, HH-60H, VH-60, domestic SH-60
derivatives and H-60 based developments for Foreign Military Sales.
Because the problems and facilities associated with test and evaluation
of RPVs are similar to the existing LAMPS MK III and other SH-60 based
systems, this work also encompasses development, test and evaluation
of ship launched and recovered RPVs. The contract provides H-60 pilot
support, ship, engineering support for air and ship/air integrated
systems, acoustics and RF sensors, data handling and data display,
engineering support for operational software, independent completion of
specifically identified subsets of the technical and engineering of
mission system performance and integration of laboratory and tracking
facilities, management support, Ship Ground Station (SGS) operational
support, and technical data management. This modification will not
change the current Statement of Work, labor categories, place of
performance or deliverables. This acquisition will be negotiated on a
sole source basis with Pacer Infotec. Incorporated, 23 Fourth Avenue
Burlington, MA 01803-3303 under the authority of FAR 6.302-1. Pacer is
the only source that can provide the necessary continuation of
technical services without a break in support under the current
contract. This modification will provide continued service until the
follow on contract can be awarded. The follow on notice was posted on
CBDNet as solicitation number N00421-98-R-1172, submission number
259840, on 7 October 1998. All responsible sources may submit a
proposal which, if timely received, shall be considered by the agency.
