Courts (AOUSC) has a requirement for Electronic Court Recorders(ECROs)
and Transcribers to take the official record of proceedings held
before the United States Court of Federal Claims (USCFC). Electronic
Recording will be the required method of taking the record -- the
Stenotype/Stenomask method will not be used. It is anticipated that a
base year/four option-year, Firm-Fixed Price Requirements-type contract
will be awarded. As the AOUSC and USCFC are Judicial Branch agencies,
Small Business preference regulations do not apply, nevertheless, small
businesses are encouraged to submit proposals. The Government estimates
that a maximum of thirteen (13) proceedings will be ongoing
simultaneously in the Washington, D.C. metropolitan area on any given
day, along with a maximum of twenty (20) proceedings ongoing
simultaneously in other parts of the country. From time to time, court
reporters will be required for international proceedings as well.
There is also a requirement that prospective offerors be able to
provide at least two(2) ECROs and Transcribers who hold security
clearance necessary to record proceedings designated as "classified".
The anticipated release date of this solicitation is February 26, 1999,
with an expected closing date of March 30, 1999; final dates will be
listed in the formal solicitation. All interested sources may submit a

basis of responses to this solicitation notice nor otherwise pay for
