The Air Force Flight Test Center is seeking sources and industry capabilities in the area of clinical laboratory services for the 95th Medical Group, Edwards AFB, California. The requirements of the contract will be for a contractor to provide all labor, tools, equipment, materials, transportation, qualified personnel, supervision, and services to collect specimens (phlebotomy services) and perform and report accurate and timely laboratory testing. Work will include 24 hour turnaround and limited in-house test procedures with a 1-hour turnaround time. Minimum salient performance characteristics: laboratory must currently be accredited under the mandates of the Clinical Laboratory Improvement Amendments (CLIA) of 1988, and subsequent amendments thereafter, and the College of American Pathologists (CAP) Commission on Laboratory Accreditation Inspection Checklist, current edition, and subsequent updates thereafter. Anticipated period of performance is from 01 Sep 1999 through 30 Aug 2000 with four one-year options. Some of the issues under consideration are: availability and capabilities of contractors to perform such tasking, capability of rapid mobilization to Edwards, turnaround times, and contract pricing structure and type. In order to gather information from industry, this activity will be hosting a conference to discuss the above considerations and to entertain suggestions on possible other approaches and techniques. The conference will be held on 17 February 1999 at 10:00 Bldg 1609, Edwards AFB CA.
