Contracting Division, Kirtland AFB, NM is seeking sources capable of
performing the management and operation of the Environmental Management
services at Kirtland Air Force Base, NM. The Government is currently
performing these services, and a cost comparison under OMB Circular
A-76 will be conducted to determine the most cost effective mode of
operation. A contract will not be awarded if government performance is
determined to be more advantageous. Kirtland Air Force Base (Kirtland
AFB) hosts a variety of major weapon system programs. Kirtland AFB's
primary mission is to research, develop, test, acquire, deliver, and
logistically support these weapon systems, in addition to operational
test and evaluation and special operations training. The 377th ABW
operates and maintains the base and supports one of the largest tenant
populations in the Air Force. Kirtland AFB consists of over 3100
facilities and over 51,500 acres, supporting over 160 tenant agencies.
Environmental Management provides support to Kirtland AFB to ensure
compliance with Federal, State, Local, DoD, and specifically, Air Force
environmental laws and regulations. Services to be provided shall
include, but not be limited to: Develops, implements, prepares, and
manages the installation Environmental Compliance Program designed to
maintain mission capability with major emphasis on protecting the
environment, public health, and safety. Ensures the installation
maintains compliance by reviewing and interpreting statutes, executive
orders, regulations, and policy guidance. Modifies, prepares or
revises pertinent permits, plans, and memorandums of understanding or
agreements related to environmental quality and protection, pollution
abatement, and control, including such issues as the Clean Air Act,
Federal Water Pollution Act, Safe Drinking Water Act, Emergency
Planning and Community Right-to-Know Act, Federal Insecticide,
Fungicide and Rodenticide Act, Underground Storage Tank, Asbestos,
Lead-Based Paint Program, Toxic Substance Control Act, Resource
Conservation and Recovery Act, Solid Waste Management, Spill Prevention
Contingency and Countermeasures, Cultural and Historical Program,
Natural Resources Program, Environmental Compliance Assessment
Management Program, Occupational Safety and Health Act. Includes
technical review of contractor produced documents. Prepares and submits
annual compliance budget requirements, identifies projects, and provide
cost estimates. Furnishes professional and technical assistance to
contracting officials on the reliability, capability and quality of
work performed by third-party contractors and acceptability of contract
bids. Manages activities performed under the Installation Restoration
Program (IRP) and the Solid Waste Management Unit (SWMU) Corrective
Action Schedule in Module IV of the RCRA Part B Permit to support the
investigation and remediation/restoration of on-base DoD sites
suspected or known to have released contaminants to the soil and or
groundwater. Ensures sites are remediated to levels dependent upon
future land use and risk to human health or the environment. Maintains
a Permit-Required Community Relations Plan and an information
repository for public access for technical and administrative review of
staff- and contractor-produced documents. Provides required support to
the Restoration Advisory Board. Utilizing stakeholder input, prepares
Annual Air Force Environmental Restoration Account (AFERA),
Environmental Compliance (EC), Conservation and Pollution Prevention
(P2) line-item budget requirements. Identifies projects, provides cost
estimates, and prioritizes projects according to the relative risk
evaluation process. The contractor shall develop, comply with, and
ensure third-party contractor compliance with the Management Action
Plan (MAP), the Base-Wide Plans (BWP), and Air Force Instructions and
guidance for the identification, characterization, and cleanup of IRP
and Environmental Compliance Program (ECP) funded hazardous waste
sites. In addition, the contractor shall update the MAP IAW Air Force
Material Command's (AFMC) guidance and the BWP as required by the
Kirtland Environmental Management Functional Area Staff. Develops,
implements, and maintains an installation environmental pollution
prevention process designed to reduce compliance burden and liability,
enhance support to installation mission objectives, and maintain
mission capability through effective and responsible program management
focused on protecting the environment, safety, and occupational health.
Manages, establishes, prepares, implements, and maintains plans and
programs related to environmental quality, occupational safety and
health, and supplies and material management including such areas as
the Emergency Planning and Community Right-to-Know Act, Resource
Conservation and Recovery Act, Spill Prevention Contingency and
Countermeasures, Solid Waste Management, and the Occupational Safety
and Health Act. Ensures installation consistency with laws and
regulations pertaining to the protection of the environment as
administered by the Environmental Protection Agency, New Mexico
Environment Department, Bernalillo County, city of Albuquerque,
Executive Orders, DoD Directives, and Air Force Policies and
Regulations. Develops and maintains installation's natural and cultural
resources and the Environmental Impact Analysis Process. Restores,
enhances, and protects natural and cultural resources and ensures
installation consistency with laws and regulations pertaining to the
protection of these natural and cultural resources. Manages,
establishes, prepares, implements, and maintains plans and programs
related to natural and cultural resource management in accordance to
such laws as the National Historic Preservation Act, the Archeological
Resource Protection Act, the Native American Graves Protection and
Repatriation Act, the Endangered Species Act, and the Sikes Act.
Develops and maintains an installation environmental programming
process designed to maintain and enhance mission capability. Ensures
compliance with the National Environmental Policy Act and related
legislation, as well as Executive Orders, OMB Circulars, DoD Directives
and Instructions, and Air Force Policies and Regulations pertaining to
Environmental Planning and Protection matters. Manages the
development, preparation, implementation and maintenance of plans and
programs related to environmental quality and protection and pollution
prevention, including: Environmental Impact Analysis Process, OMB
Circular A-106, PCMS (design review and programming), and the Depot
Maintenance Hazardous Material Management System (DM-HMMS). Prepares
agenda and presentations of the Environmental Protection Committee.
Furnishes professional and technical assistance to contracting
officials on: reliability; capability and quality of work performed by
third party contractors; acceptability of contract bids; and status of
all contract work managed by Environmental Management. Formulates,
prepares, executes and analyzes the EM Financial Program. Acts as
liaison and provides advice on all financial matters. Prepares and
defends financial requirements at budget reviews and other financial
meetings. Controls, operates, maintains, and manages the environmental
management information system and Work Information Management
System-Environmental Subsystem (WIMS-ES). Manages and administers a
Professional Training Program. Manages the Environmental Management
suggestion and quality programs. Contractor will maintain oversight to
existing environmental contractors. Secret security clearances are
required. The Government does not intend to award a contract on the
basis of this notification or otherwise pay for any information or
inquiry. This synopsis is for planning purposes only and does not
constitute a solicitation for bids/proposals. Potential small business
offerors capable of providing all of the described services are
invited to submit a Statement of Capabilities by 4:00 p.m. Mountain

Responses will assist the government in determining whether to
set-aside/restrict competition in some way or solicit offers from all
responsible sources therefore only small business firms need to submit
capability statements. Firms submitting responses should indicate
whether they are small, small disadvantaged, 8(a), woman-owned or
HBCU/MI. Submissions should be limited to 15 pages and should be
pertinent and specific in the technical areas under consideration on
each of the following qualifications: (1) Experience: an outline of
previous projects which contains a thorough discussion of their
technical understanding of the major issues relating to all the major
functional areas of Environmental Management. Also desired, is a
summary of similar corporate experiences obtained within the last five
years together with contract numbers and applicable government
technical points of contact with current telephone numbers; (2)
Personnel: Name, professionalqualifications and specific experience of
environmental management personnel and any other relevant personnel
who would be performing the services listed above. Although contractor
location in the immediate vicinity of Kirtland AFB is not a
requirement, the Capabilities Statement shall describe the offeror's
current facilities and their ability to provide timely contract
support, especially in the event of an emergency environmental
compliance matter. Statements of Capability must address how the
contractor (and team members or subcontractors) will perform all of the
functions listed above. If subcontracting is contemplated, the
Capabilities Statement shall contain sufficient information concerning
the planned subcontracting arrangement to assure the Government that
the limitations of FAR 52.219-14 can be met. In accordance with FAR
19.508(e) and FAR 52.219-14, Small business firms must perform a
minimum of 50% of the described services as the prime. They should be
pertinent and specific as to the technical areas the firm can perform
as the prime, and in addition, describe the subcontract management plan
for the remaining 50% to include the identification and experience of
known team members/subcontractors and their technical areas of
expertise. The applicable SIC code for this requirement is 8744 and the
corresponding size standard is $20.0M. The Government will not pay for
any information submitted to this announcement. An Ombudsman has been
appointed to hear concerns from potential offerors or offerors during
the proposal development phase of this acquisition. The purpose of
this Ombudsman is to receive and communicate serious concerns from
potential offerors when established channels are not used to address
concerns during the proposal development phase of this acquisition.
