Administration (FDA) intends to issue a purchase order for seventy-five
(75) hours of uplink service, domestic analog C and Ku Band transponder
time and international Ku Band transponder tine for the distribution of
televison programming. The FDA will delliver its signal to the Bell
Atlantic AVOC Switching Center, Washington, D.C. The contractor must
secure the signal for uplinking at that location. The schedule for the
service is as follows: thirty (30) hours of uplink and C Band
transponder time on a U.S. domestic satelite; thirty (30) hours of
uplink and Ku Band transponder time on a U. S. domestic satelite; and
fifteen (15) hours of uplink and Ku Band trasponder time on an
international satilite, such as intelsat K for a feed to Western Europe
(NTSC only). Dates are as follows; April 20, 1999 C, Ku, and
International 11:30AM-4:30PM . April 21, 1999 C, Ku and International
11:30AM- 4:30PM, April 22, 1999 C, Ku and International 11:30AM-
4:30PM, May 1, 1999 C and Ku 10:00AM -- 5:30PM, and May 2, 1999 C and
Ku 10:00 AM -- 5:30PM. All times are Eastern. Specification for the
service are as follows; International service (NTSC) only on April
20-22, 1999; Satelites used for April 20, 21, and 22 must be the same
three satelites each day. Transponders can be different. Satelites used
on May 1st and 2nd must be the same two satelites each day.
Transponders can be different. There can be no hot switching within a
broadcast day. Domestic satelites used must have enough of a western
orientation so the footprint is accessible in Hawaii and Alaska, as
well as the continental 48 states. All responsible sources who can
provide and meet the above requirements shall submit written quotations
by February 17, 1999. No solicitation will be issued, therefore such
request will be considered non responsive. A fixed-price purchase order
will issued to the offeror whose proposal meets all technical
requirements and offers the most advantageous price to the government.
