Counter-drug Surveillance Control System (CSCS) Network Reconfiguration: (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice using the simplified acquisition procedures. This announcement constitutes the only solicitation; proposals are requested and a written solicitation will not be issued. (II) Solicitation No. F19628-99-R-0011 is issued as a Request for Proposal (RFP). (III) This RFP incorporates provisions and clauses in effect through Federal Acquisition Circular 97-09. (IV) This RFP is not a small business set-aside. A firm fixed price contract will result from this solicitation. (V) All questions and answers to this solicitation shall be handled directly through the Electronic System Center's (ESC's) HERBB at website http://www.herbb.hanscom.af.mil/rfpasp via the e-mail address CSCS_Reconfig@Hanscom.AF.MIL. Oral communications will not be conducted between the offerors and the CSCS Program Office. (VI) ESC/ACMC has requirements to modify the CSCS to enable the Caribbean Regional Operations Center (CROC) at Truman Annex in Key West, FL to assume the counter-drug mission after the closing of Howard AFB in Panama. ESC/ACMC intends to commercially implement these modifications by using the following Contract Line Item Number (CLIN) structure as follows: SubCLIN 0001AA-Option, Reconfigure the CSCS Satellite Communication (SATCOM) networks to provide direct connectivity for all the CSCS radar, TADIL radio, and Host Nation Command Center (HNCC) sites with the CROC, 1 Job. SubCLIN 0001AB-Data Option, Not Separately priced data for CLIN 0001. SubCLIN 0002AA-Replace or relocate the existing CSCS SATCOM earth terminal located at the Naval Air Station Facility at Boca Chica, FL with a earth terminal at Truman Annex, 1 Job. SubCLIN 0002AB-Data, Not separately priced data for CLIN 0002. SubCLIN 0003AA-Reconfigure the CSCS telephone network from the Howard AFB telephone system to the CROC telephone system at Truman Annex, 1 Job. SubCLIN 0003AB-Data, Not separately priced data for CLIN 0003. SubCLIN 0004AA-Reconfigure the remote access and control of the CSCS radios from Howard AFB to the CROC at Truman Annex, 1 Job. SubCLIN 0004AB-Data, Not separately priced data for CLIN 0004. SubCLIN 0005AA-Option, Monthly Space Segment Leases, 1 Job. SubCLIN 0005AB-Data, Option, Not separately priced data for CLIN 0005. (VII) The contractor shall provide all services and equipment necessary to satisfy the above CLINs and the CSCS technical requirements identified in the Performance Work Statement (PWS) for CSCS Network Reconfiguration contained on the ESC's HERBB at website http://www.herbb.hanscom.af.mil/rfpasp . The Contractor's Proposal and the PWS shall be incorporated into the contract at contract award. The following provides the top level requirements as follows: a. If option is exercised, the contractor shall reconfigure the existing commercial SATCOM networks and baseband channel equipment to provide the connectivity identified in Appendix C of the PWS for all the CSCS radar, TADIL radio, and HNCC sites with the CROC at Truman Annex in Key West, FL. The contractor shall also be responsible for maintenance and logistic support of the installed equipment until the Government takes final tests and acceptance. b. The contractor shall install a SATCOM earth terminal at Truman Annex capable of supporting all of the SOUTHCOM circuit requirements identified in Appendix D of the PWS. The contractor shall also install the SATCOM modem and baseband channel equipment necessary to terminate each of the CSCS circuits identified in Appendix C of the PWS. c. The contractor shall install a telephone switch at the CROC capable of supporting the CSCS telephone circuits included within the present Timeplex node assignments shown in Appendix E of the PWS. The telephone switch shall provide DSN and local (Key West) dial tone access to the CSCS networks via redundant T1 connections with the CROC telephone exchange. d. The contractor shall install equipment necessary to permit remote access and control of a single UHF/VHF radio at each CSCS site and HF radios at selected sites, as defined in Appendix C of the PWS, from the CROC Mission Control Station (MCS). The contractor shall also provide an interim radio access and control system at the CROC until the government can upgrade the MCS. e. If option is exercised, the contractor shall establish any required new commercial space segment SATCOM leases to support testing of the network reconfiguration. The leases shall continue until transfer to a Government held lease. f. The contractor shall deliver data to the Government as listed and scheduled in Appendix A of the PWS. The one-time data item descriptions and DID tailoring are on ESC's HERBB at website http://www.herbb.hanscom.af.mil/rfpasp. The data requirements shall be incorporated into the contract at contract award, via Contract Data Requirements Lists (CRDLs) (VIII) FAR provision 52.212-1, Instructions to Offerors -- Commercial Items (Aug 1998) include the following subparagraphs. a. Standard industrial classification (SIC) code and small business size standard. The SIC code and small business size standard for this acquisition is 3812. However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees. b. Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers are to be limited to 35 pages. Technical brochures and basis of estimate backup data sheets do not count against the page count limit. Deliver 1 original and 4 copies of the offer and additional materials to be evaluated. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show: 1. The solicitation number; 2. The time specified in the solicitation for receipt of offers; 3. The name, address, and telephone number of the offeror; 4. Schedule -- Realistic schedule including appropriate program phasing to meet required delivery dates, encourage reuse of equipment and minimize cut over downtime. 5. A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This shall include adequate back-up data to substantiate the proposed labor hours and may also include product literature, or other documents, if necessary; The description should concentrate on the overall end-to-end connectivity concept, hardware selection and performance, hardware layout within the facility, facility design or modifications for equipment placement and power connections, Electromagnetic Compatibility (EMC) analysis, and interfaces with other installed equipment. The offeror should also describe availability analysis, equipment reliability, and any issues regarding Government Furnished Equipment (GFE),logistics support, maintenance or subcontracting. 6. Program Management -- Program Office Interface with contractors performing the effort, requirements responsibility, subcontracting program to allow program office visibility and access -- Integrated Product Team (IPT) dynamics, resource application to ensure 100% task completion, and quality program structure and processes to ensure total solution. 7. Terms of any express warranty; 8. Price and any discount terms; 9. "Remit to" address, if different than mailing address; 10. A completed copy of the representations and certifications at FAR 52.212-3; 11. Acknowledgment of Solicitation Amendments; 12. Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and 13. If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. c.Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. d.Late offers. Offers or modifications of offers received at the address specified for the receipt of offers after the exact time specified for receipt of offers will not be considered. e. Contract award. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. f. Data Universal Numbering System (DUNS) Number. (Applies to offers exceeding $25,000.) The offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation "DUNS" followed by the DUNS number that identifies the offeror's name and address. If the offeror does not have a DUNS number, it should contact Dun and Bradstreet to obtain one at no charge. An offeror within the United States may call 1-800-333-0505. The offeror may obtain more information regarding the DUNS number, including locations of local Dun and Bradstreet Information Services offices for offerors located outside the United States, from the Internet home page at http://www.dnb.com/. If an offeror is unable to locate a local service center, it may send an e-mail to Dun and Bradstreet at globalinfo@mail.dnb.com. (IX) FAR provision 52.212-2 Evaluation -- Commercial Items. a. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered (Best Value Assessment). The following factors and sub-factors shall be used to evaluate offers, and are listed in descending order of importance. All factors combined are more important then price. (1) Schedule -- Realistic schedule including appropriate program phasing to meet required delivery dates, encourage reuse of equipment and minimize cut over downtime. (2) Technical Design -- Enhanced SATCOM architecture to reduce life cycle cost, creative design approach, adequate back-up data to substantiate the labor hours proposed, encouraged appropriate re-use of Government-Furnished-Equipment (GFE) addressing: initial cost, life cycle cost, long-term sustainability, and common sense. The description should concentrateon the overall end-to-end connectivity concept, hardware selection and performance, hardware layout within the facility, facility design or modifications for equipment placement and power connections, Electromagnetic Capability (EMC) analysis, and interfaces with other installed equipment. The offeror should also provide an availability analysis, equipment reliability, and any issues regarding GFE, logistics support, maintenance or subcontracting as part of the system design process. (3) Relevant Past Performance -- CBRN/CSCS/SCDS experience, international commercial SATCOM experience and communication network installation and integration experience in the Caribbean, Central and South America. (4) Program Management -- Program Office Interface with contractors performing the effort, requirements responsibility, subcontracting program to allow program office visibility and access -- IPT dynamics, resource application to ensure 100% task completion, and quality program structure and processes to ensure total solution. (5) Price. b. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). The Government may unilaterally exercise Option CLIN 0001 at time of award. c. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (X) Delivery of CLINs: Option, CLIN 0001, when exercised, is no later than 02 August 1999. The delivery/period of performance for CLINs 0002, 0003 and 0004 will be no later than 17 September 1999. Option, CLIN 0005, if exercised, requires delivery not later than 01 October 1999. (XI) The Government may reject any or all offers if such action is in the public interest and waive informalities minor irregularities in offers received. Also, please note the Government will evaluate options as part of the total price. (X) FAR provision 52.212-3, Offeror Representations and Certifications -- Commercial items is applicable to this acquisition. Complete this provision and submit with offer. (XI) FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items are applicable to this acquisition. Also FAR Clause 52.217-7, (Option CLIN 0001 may be exercised at time of contract award and Option CLIN 0005 is 30 days prior to option exercise) is applicable to this solution. (XII) Technical acceptance will be determined by information submitted by the offeror's submittal of detailed description showing that products offered meet the Government's requirement. The Government does not reject the offeror from proposing more than one product that will meet the requirement of this solicitation. (XIII) Colonel Lee Hughes, USAF at (781)377-5109 has been appointed as an Ombudsman to hear concerns from offerors or potential offerors during developmental phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participated in the evaluation of the proposals or in the source selection process. The Ombudsman should only be contacted with issues or problems that have previously been brought to the attention of the program manager and/or the contracting officer and could not be satisfactorily resolved at that level, or issues that require contractor confidentiality. (XIV) Offerors must state whether it is a large business, small business, small disadvantaged business, 8(a) concern or a woman-owned small business. The applicable Defense Priorities and Allocations System (DPAS) is DO-A7.
