price contract for the design and construction of a cross dock
expansion to the Orlando, Florida, Processing and Distribution Center,
10401 Post Office Boulevard, of approximately 19,255 square feet in
accordance with plans and specifications. Technical Qualifications and
Management Plan Evaluation is based on a 100-point total (Experience
-- 40, Management Plan -- 30, Financial Capability -- 15, and
Organization -- 15). Questions during the proposal period -- including
questions involving any actual or apparent conflicts in the
solicitation documents -- should be addressed to: Major Facilities

901/747-7408. Plans and specifications will be available February 1,
1999. Offers are due March 9, 1999, at 4:00 p.m. Performance time is
300 calendar days from receipt of notice to proceed.

$1.2 million and $1.6 million. This solicitation consists of a nine
sheet set of conceptual drawings, Functional Design Specifications
(FDS), and other documents contained in Volume 1 of the solicitation.
The remaining solicitation documents are contained in Building Design
Standards '98. To order solicitation documents: Non-refundable cost of
Volumes 1, 2 and drawings is $50 per set for Priority Mail service (2
to 3 days) and $85 per set for Express Mail service (next day). This
portion may only be ordered as follows: Send your written request,

Offerors are encouraged to submit their proposal using one of the
methods offered by the Postal Service (First Class, Priority Mail,
Express Mail.) To expedite receipt of solicitation packages, FAX a copy
of your check or money order before mailing it. If FAX is received
before 1:00 p.m., the plans and specs will be mailed that day via
two/three-day Priority Mail. If you desire to have them sent via
Express Mail, send additional $35 for each set. Check the Internet for

Bulletin). Volume 1 and drawings only will also be available for

301/569-1250. Capitol Technigraphics' order form has a number of items
at various prices. Information contained on the CD-ROM or the hard copy
is necessary to complete Solicitation No. 475450-99-A-0020, in order
for a contractor/offeror to properly make a proposal to the Major
Facilities Office for this project. It is the contractor's/offeror's
responsibility to obtain/order the CD-ROM or hard copy version. Blank
order forms are provided for that purpose and are located in the front
of Volume No. 1 of the solicitation. The U. S. Postal Service, Major
Facilities Office, is seeking and encouraging participation of
Minority-Owned and Woman-Owned businesses inthis project. The U. S.
Postal Service offers to the successful offer an early incentive if the
work contained in the Statement of Work is completed by November 10,
1999. This is a negotiated procurement, therefore, offers will not be
publicly opened, and no information can be made available until after
contract award, which may take 90 days and is received in writing..
