This procurement is unrestricted. The solicitation, Request for Proposal Number DAAH03-99-R-0005, and contract award shall be conducted using requirements of the Federal Acquisition Regulation and Army Regulation 360-81 as it implements the Department of Defense Instruction 5120.4. The Redstone Rocket will contain advertising that will be prepared and published under contract with a commercial publisher. The right to sell and circulate advertising to the complete readership in the Redstone Rocket provides the publisher revenue to cover costs and earnings. The right to circulate these publications to the Army readership constitutes contractual consideration, instead of money to pay for these publications. The contract is for one year beginning in August 1999, plus options to renew the agreement for four(4) additional twelve month periods. Award may be made without discussions, therefore each initial offer should contain the offerors best terms. The estimated release date of the RFP is 15 February 1999, with an estimated closing date of 18 March 1999.
