Information Technology services, Direct Conversion under OMB Circular
A-76 for United States Strategic Command Intelligence Directorate
(USSTRATCOM/J2). Direct conversion of an in-house function is permitted
when the function is currently being performed by military personnel.
A formal cost comparison study will not be required. The estimated
release date for the solicitation is 28 May 99, and the contract start
date will be 1 Apr 2000. Major elements of this requirement are: (1)
operational -- ensuring all Intelligence Data Handling System (IDHS)
resources are available to users; installation, implementation, and
maintenance of COTS/GOTS and locally-developed software; systems
administration; technical assistance for future planning and
acquisition of resources; 24 hour/day help desk, customer support, and
network monitoring; maintenance and loading of cryptographic
materials; circuit troubleshooting. (2) Maintaining and building
scripts -- developing and maintaining systems administration scripts to
facilitate access to system resources; routine monitoring of hardware
and disks. (3) Performance tuning -- maintaining historical data on
fatal errors via routers/concentrators, TimePlex engineering, and help
desk; fault isolation; protocol analysis; network simulation to manage
growth. (4) Baseline management -- administration of network
infrastructure to identify, standardize, and document functional and
physical characteristics, and in case of catastrophic failure, to
restore the network to baseline configuration. All services will be
performed in the LeMay Building, USSTRATCOM, Offutt AFB, NE, and the
successful contractor's employees will be required to obtain Top
Secret/SCI clearances. The successful contractor/employees must be
familiar with the following products: Solaris, Sybase, Unix, Sun
Microsystems, and Microsoft Windows NT. The Standard Industrial
Classification (SIC) Code for this acquisition is 7371, and the
applicable small business size standard is $18 million. At the present
time, this solicitation is not set-aside; however, may be set-aside at
a later date, based on responses to this notice. The response date
shown is for prospective offerors to indicate interest in the
solicitation. The government's preference is to use commercial
practices, terms, and conditions to obtain services. At the present
time, a determination has not been made whether this acquisition will
be conducted using commercial practices. Information regarding this
