Officer Christine O'guin The project is identified as a Level III
Heritage Resource Inventory and Evaluation of all potentially eligible,
National Register of Historic Places, sites within specified Analysis
Areas. The contract will be a Indefinite Delivery, Indefinite Quantity,
with a base year and two optional periods. The awarded Contractor will
work, perform the first year wihtin extremely tight deadlines for
completion of deliverables during base year. These analysis areas
comprise, in total, an approximate 100,000 acres within the Custer/Elk
Mountain Ranger District, located in the southwestern portion of the
Black Hills National Forest, States of South Dakota and Wyoming. The
purpose of the inventory is to identify and record all sites through a
one hundred percent foot survey, monitor those sites that have been
previously recorded and subsequently evaluate for the National Register
of Historic Places, all historic(cultrual manifestations 50 or more
years old) and all prehistoric(cultural manifestations 100 or more
years old) potentially eligible properties identified as meeting one of
the four criteria set out in the National Historic Preservation Act, as
amended. The analysis areas vary in size from 15,000 acres to 25,00
acres and the scopes of work, deadlines and deliverables will be
outlined in Task Orders. Data derived from these projects will be used
to comply with the requirements of Section 106 of the National
Historic Preservation Act, as amended, and the Archeological Resources
Protection Act, as amended, which pertain to potential effects of
timber and range management on heritage resources. No Section 110
compliance activities are solicited. This is 100% small business set
aside solicitation. Evaluation Factors: (1) past performance,
particularly in relation to Forest Service policies related to heritage
adn resource management measures, monitoring, and land management plans
-- Extremely Important; (2) qualifications, experience and
professionalism of all staff -- Extremely Important; (3) skills,
technicalexpertise, and demonstrated abilities in geographical and
heritage traditions in South Dakota and the northern Plains -- Very
Important; (4) logistical and financial ability to meet the scope of
work and specifications as written -- Very Important; and (5) price --
