This is a synopsis/solicitation for commercial items prepared in accordance with the format in Streamline Acquisition Procedures of FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). This is a 100% set aside for small business, SIC is 7372, size standard is $18.0M. The Environmental Protection Agency (EPA) has a requirement to track subcontracting participation of certified minority-owned, women-owned, and disadvantaged business with prime contractors. The system automatically determines the compliance status of the prime contractor. It also provides query capabilities to assist the Minority Business Office in identifying M/W/DBEs for subcontracting opportunities. The system registers prime contractors and M/W/DBEs businesses, along with company size, annual revenues, SIC codes, and related data. EPA is unaware of any other source that meets the aforementioned requirement. Therefore, EPA intends to issue a purchase order to Symbiont, Inc., 1156 15th Street, NW, Washington, D.C. 20005 for the following items: (1) Contract Compliance Tracking System for 7 users (2) Regional Codes (Regions 1-10) (3) One-day Training (Washington, D.C.) for 7 users (4) Enhancements/Modifications, 16 Hours (5) User Manuals for 7 users (6) Technical Assistance (Help Desk) 10 quarter hours (7) Maintenance and Upgrade. The software shall be delivered within 30 days from the effective date of order.
