of Commerce (DOC) intends to purchase from Computer Channel, Inc. (CCI)
(the only known source for this requirement), multimedia instructional
materials for Information Technology (IT) professionals at the DOC
headquarters in Washington, D.C. These instructional materials are
provided through the Internet, CD-ROM, and video. Delivery shall begin
immediately upon award. The period of performance will be for one
year, with two one-year options. Also, the requirement includes options
to purchase the same product for DOC agency/field locations. This sole
source is based on the immediate need of the DOC for relevant and
timely training materials for IT professionals to meet the President's
Executive Order of January 11, 1999, designed to make the Federal
Government more competitive in getting and keeping skilled IT workers.
The required product must meet the following needs: 1. The needed
product must be flexible to its audience by being available in multiple
media, such as videos, CDs, and the Internet. 2. The product must also
be up-to-date to provide an intelligent and comprehensive perspective
on the ever-changing IT industry. 3. The product must meet the needs
of IT professionals by addressing the underlying concepts of today's
essential technologies, by reviewing the latest products, upgrades, and
technologies, and by delivering expert tips on using today's most
powerful tools and languages. 4. The product must meet the needs of DOC
managers and executives by providing an overview of emerging trends, by
describing current technologies without overly technical terminology,
and by giving practical advice on strategic and implementation issues.
This notice of intent is not a request for competitive proposals.
Interested firms have 15 days from the publication date of this notice
to submit their qualifications/capabilities in the areas mentioned
above. Such qualifications/capabilities will be used solely for the
purpose of determining whether or not to conduct a procurement on a
competitive basis. Responses received after the 15 days or without the
required information will be considered nonresponsive to the synopsis
and will not be considered. Oral communications are not acceptable in
response to this notice. If no affirmative responses are received
within 15 days from publication of this notice, the Contracting Officer
will proceed with the acquisition to Computer Channel, Inc. Posted
