This is a stated minimum, indefinite quantity, indefinite delivery contract to provide Professional Force Structure Planning, Review, Analysis, Management Support and Related Systems Support to the U.S. Army Installation Support Center. The primary objective is to supplement the analytical expertise of the Operations and Plans Division with qualified personnel to provide engineering and base support related planning, analysis, and management support and to sustain on-going facility and base operations planning, resourcing and management activities. Prepare facility requirements and utilization studies. Revise Army regulations and pamphlets on real property accounting and utilization, master planning, installation management and base support/base operations doctrine, strategy and training. Furnish installation planning initiative management support within the facility requirements, real property assets/technical information reporting, economic analysis, environmental, environmental restoration, base support requirements and real estate disposal functional areas. These issues encompass the entire life cycle of facility management including accounting for real property and monitoring its use, future project identification, justification and costing, maintenance of facility inventory, projecting costs of maintaining and upgrading and/or converting facilities and identifying facility obsolescence and replacement needs. This is for Army installations CONUS. Estimated range or performance will be base year with four (4) option years. The Government reserves the right to make multiple awards under this RFP.
